About this opportunity
The U.S. Army Corps of Engineers, Kansas City District, is procuring a new cutter suction head dredge to maintain silt levels at Harlan County Reservoir in Republican City, Nebraska. The contractor must supply, deliver, provide training, and test a fully functioning non-propelled dredge capable of operating to 20 feet deep with discharge through 1,490 feet of piping, with maximum dimensions of 60 feet long, 15 feet wide, and 30 tons dry weight. Key requirements include a main diesel engine meeting US EPA Marine Tier 3 emissions standards, hydraulic systems, a cutterhead with replaceable teeth, comprehensive control instrumentation, and various safety equipment. The government will evaluate offers based on price, delivery lead time (between 180-365 days), and system design quality, with lead time and design being more important than price. The solicitation deadline has been extended twice, with final quotes due September 26, 2025, at 10:00 AM CDT, and the contract must be awarded before September 30, 2025, to meet fiscal year requirements.
This procurement is set aside for Women-Owned Small Businesses (WOSB), with no incumbent contractor identified in the documentation. The contract includes eight line items covering the primary dredge, spare parts, optional discharge pipe, transportation trailers, and related equipment, though specific award values are not disclosed in the available documents. Delivery is required within 365 calendar days of award to the Harlan County Project Office, with the contractor responsible for fabrication, testing at their facility, transportation, reassembly, final testing, and providing two days of onsite training for up to five personnel. The dredge will be commercially transportable with a maximum transportation height of 13 feet and must be brand new rather than used or refurbished. Performance will take place at Harlan County Reservoir in Republican City, Nebraska, where the dredge will operate to maintain reservoir silt levels as part of ongoing water management operations.
