About this file

This document is a Questions and Answers (Q&A) file for solicitation W912DQ25QA017 for a Custer Head Suction Dredge for Harlan County Reservoir. The Q&A addresses three key points: (1) Clarification on Appendix B regarding discharge pipe and pipe floats, with the government seeking to understand potential volume pricing for 76 pipe sections, though the exact quantity is not yet determined, (2) Confirmation that while a GPS system is not required, any GPS system included with the dredge must be demonstrated during final testing, and (3) An extension of the quote submission deadline from September 9, 2025, to September 23, 2025, at 1:00 PM CDT.

The solicitation is being conducted by a federal agency (likely the Army Corps of Engineers based on the document number) with a strict timeline to award the contract before September 30, 2025. The extension was granted to allow potential vendors additional time to obtain outside supplier specifications and costs, with the understanding that vendors may need to take exceptions to components beyond the primary dredge, outfitting, and spare parts. The extension represents the latest possible date for quote submission to meet the agency's fiscal year procurement requirements.

Cutter Head Suction Dredge Harlan County Reservoir Q&A 3

1. Q: Reference Appendix B Discharge Pipe and Discharge Pipe Floats. The price may change with the quantity ordered, is it the buyers’ intent to purchase a total of 76 sections of pipe and 76 pipe floats? Less quantities could impact pricing, delivery, and crane support.

A: The intent was to see if volume pricing gets us a discount. So, if the price of 1 section of pipe is the same price if we order 25 it will help us determine how best to execute the funds. It appears the vendor added each quantity up in CLIN 4 to arrive at the number of 76. We do not know the exact number of sections we are getting until we see the Quotes.

2. Q: Reference Page 19 3.4 Final Testing o. Demonstrate operation of the GPS indicating system. There is no reference or description of a GPS system in the technical specifications. Do you wish the bidder to propose a GPS system?

A: We are not requiring a GPS system but if the dredge comes with a GPS they need to demonstrate it.

3. Q: Reference Standard Form 1449 Block 8. Due date Sept 9, 2025, 01:00PM CDT. Requesting quote due date extension of min. 2 weeks in order to obtain outside supplier specifications and cost. Current schedule will require that we take exemption to anything beyond the actual dredge, outfitting and spare parts.

A: We will extend the due date for quotes to September 23, 2025, 01:00PM CDT. This is the latest possible day we can extend it due to needing this action awarded before September 30, 2025.
