About this opportunity
The United States Transportation Command (USTRANSCOM) has issued a formal notice of intent to award a sole source contract for the renewal of Demand Guru Software license under FAR 13 Simplified Acquisition Procedures. This procurement is being conducted as a non-competitive acquisition, with USTRANSCOM planning to award the contract directly to Coupa Software, Inc. The software license renewal is intended for the USTRANSCOM Joint Distribution Process Analysis Center (JDPAC) and will provide one uncounted license for a one-year performance period from September 28, 2025, to September 27, 2026. The acquisition falls under NAICS code 513210 for Software Publishers and PSC code 7A21 for Business Application Software. This notice represents a sole source procurement rather than a competitive bidding opportunity.
The primary objective of this procurement is to maintain continuity of the Demand Guru software capability, which enables predictive analysis of demand, capacity, and driving factors for USTRANSCOM's operations, including what-if scenario analysis and optimization of Joint Deployment and Distribution Enterprise processes. Market research conducted by USTRANSCOM confirmed that Demand Guru is exclusively available through Coupa Software and no alternative tools currently meet the agency's unique forecasting and analytical requirements. While this is not a request for competitive quotes, any interested party may submit a capability statement by July 30, 2025, at 1200 PM CST, though the Government retains exclusive discretion to determine whether to compete the procurement after receiving responses. The acquisition will utilize FAR 13.5 procedures, with the Contracting Officer planning to obtain fair and reasonable pricing through proposal analysis techniques, and USTRANSCOM will continue monitoring the commercial marketplace for potential alternative solutions in the future.
