About this opportunity
The Department of the Air Force Headquarters District Washington is seeking to procure a comprehensive legislative software subscription service for the Secretary of the Air Force, Office of the Legislative Liaison (SAF/LL) and Deputy Assistant Secretary for Congressional Budget and Appropriations Liaison (SAF/FML). The requirement encompasses a Data as a Service (DAAS) software platform that provides advanced legislative tracking, reporting, and engagement tools including real-time legislative event monitoring, social media tracking, committee hearing alerts, member of Congress profiles, voting records, email communication tools, and AI-powered legislative analysis capabilities. The platform must support simultaneous online access for all users, provide API connectivity, ensure data transferability, and maintain robust security protocols for handling government information. The solicitation will use a lowest price technically acceptable (LPTA) source selection method, with technical acceptability requiring offerors to submit a signed statement asserting they understand the Statement of Work and that their proposed solution meets all capability requirements. Quotes are due on September 23, 2025, at 2:00 PM EDT and must be submitted via email to the designated contracting officers with specific formatting requirements including a cover page, SF 1449 form, representations and certifications, and an assertion statement.
Initially listed as having no set-aside designation in the opportunity notice, the actual solicitation documents reveal this is designated as a Women-Owned Small Business (WOSB) set-aside contract. The government intends to purchase between 70-100 licenses, with pricing structured as firm-fixed-price based on a single license cost for both the license and API key subscription. The total contract value is established at $40,000,000, structured with a one-year base period beginning September 30, 2025, and four optional one-year extensions that could extend performance through September 29, 2030. Each contract period involves providing one license and one API key subscription for the DAAS software solution. Performance will take place at the Air Force Pentagon in Washington, DC, with the NAICS code designated as 518210 for Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services.
