About this opportunity
The Department of the Navy Naval Sea Systems Command (NAVSEA) is seeking annual cleaning, calibration, and certification services for five Leica Handheld Measuring Systems and accessories used by the Naval Foundry and Propeller Center (NFPC). The solicitation specifically requires Hexagon Metrology Inc. as the sole-source provider for these specialized metrology services, as Leica Geosystems has exclusively designated them for equipment maintenance. The contract involves maintaining precision interferometers critical to the Navy's Metrology and Calibration (METCAL) program, with services that ensure the operational capability of these sensitive measuring instruments. Proposals are due by April 2, 2025, with the procurement focusing on maintaining high-quality measurement equipment used in manufacturing and part inspection processes. The RFQ emphasizes strict compliance with ASME B89.4.22 standards and requires NIST standard certification for each calibrated laser system.
The solicitation is not set aside for any specific business category, despite the AI summary suggesting a small business designation. The place of performance will be located in North Kingstown, Rhode Island, with a one-year performance period covering multiple calibration dates throughout 2025 (March, May, June, September, and December). The contract will cover seven contract line items (CLINs) involving cleaning, calibration, certification, potential repairs, and technical reporting for laser interferometer systems including AT-960-MR-AT and AT-901-MR-AT models with associated accessories. While specific award values are not explicitly stated, the procurement is classified under NAICS category 541690 for Scientific and Technical Consulting Services and PSC category J020 for Marine Equipment Maintenance and Repair. The critical nature of the contract is underscored by the requirement that failure to procure proper cleaning and calibration will render the equipment inoperable.

NFPC utilizes stringent quality assurance methods to measure both in-process manufacturing and completed parts, utilizing specialized interferometers Leica Handheld Measuring Systems and accessories. The Government currently has five (5) Leica Handheld Measuring Systems and accessories that require annual cleaning, calibration, and certification to meet the requirements of the Navy’s Metrology and Calibration (METCAL) program.
Leica Geosystems manufactures the equipment requiring cleaning, calibration, and certification. Leica has solely designated Hexagon Metrology Inc. as the only source capable of performing these services on their equipment. Because of this specific designation, no other 3rd party vendor is capable of providing the cleaning, calibration and certification services. Failure to procure cleaning, calibration, and certification by Hexagon Metrology shall make the equipment inoperable.
