About this opportunity

The Department of the Army Corps of Engineers Engineering District Baltimore is seeking contractors for maintenance dredging services in the Cape Henry Channel of Chesapeake Bay, Virginia, to support the Port of Baltimore's deep-draft federal navigation channel. The procurement involves dredging approximately 2,044,000 cubic yards of material to maintain a required depth of 50-foot Mean Lower Low Water with one foot of allowable overdepth. Work must be performed using hopper dredges capable of transporting and placing all dredged material at the Government-furnished Dam Neck Ocean Disposal Site. The solicitation is expected to be released on June 27, 2025, with contractors required to complete the work between November 2025 and March 2026. The project falls under NAICS code 237990 for Other Heavy and Civil Engineering Construction and PSC code Z1KF for Maintenance of Dredging Facilities.

This procurement does not utilize any set-aside designations and is open to full and open competition. The estimated contract value ranges between $20 million and $25 million, reflecting the substantial scope of removing over 2 million cubic yards of sediment from critical commercial waterways. Contractors will have approximately 150 calendar days from receipt of Notice-to-Proceed to complete the dredging operations. The work location within heavy commercial waterways serving the Port of Baltimore requires large hopper dredges capable of efficiently removing material from the channel and hauling it to the designated ocean disposal site. The tight timeframe and specialized equipment requirements indicate this contract targets experienced marine construction contractors with significant dredging capabilities.
