About this opportunity
The United States Postal Service Office of Inspector General is procuring professional, consultant, and support services through a Broad Agency Announcement that supersedes all prior year BAAs and covers six OIG component areas: Office of General Counsel, Research Insight Solution Center, Office of Investigations, Office of Audit, Office of Chief Information Officer, and Mission Support. Currently, only one position is available - a Contract Fraud Analyst within the Office of Investigations requiring a minimum of 10 years of law enforcement or forensic accounting experience conducting contract or provider fraud investigations or audits, along with a Secret/Postal Sensitive security clearance. The evaluation criteria focus on technical acceptability and best value determination, with proposals evaluated within approximately 30 days of receipt based on candidates' ability to meet specific position requirements. Proposals are accepted on a rolling basis throughout the solicitation period, which began October 8, 2024, and concludes September 30, 2025, with no formal Request for Proposal to be issued and all applicable terms contained within the attached documents.
This solicitation does not utilize any set-aside designations and makes no reference to incumbent contractors, as the USPS OIG is not subject to traditional federal contracting regulations including the Federal Acquisition Regulation or small business set-aside rules. The Contract Fraud Analyst position has a maximum hourly rate of $55.00 and a maximum contract value of $622,000, with performance periods ranging from 1-5 years subject to funding availability and operational needs. Contract awards may be made throughout the solicitation period with no guarantee of funding or specific performance timelines, and contractors must comply with the Vietnam Era Veterans' Readjustment Assistance Act for contracts exceeding $150,000. The place of performance includes both headquarters locations in Arlington, Virginia, and nationwide field offices, with travel reimbursement provided for authorized overnight travel but not regular commuting expenses.
