About this opportunity

The Defense Threat Reduction Agency is conducting a five-year Broad Agency Announcement for chemical and biological defense research and development spanning Technology Readiness Levels 3–6, with the most recent topic call (Call 7) having a proposal deadline of September 2, 2026 and questions due July 22, 2026. The BAA has no set-aside and remains open through August 20, 2027.

This is a continuous vehicle releasing topics incrementally. Prior topic calls have closed: Call 1 (August 2022), Call 2 (May 2023), Call 3 (October 2023), Call 4 (May 2024), Call 5 (June 2024), and Call 6 (April 2025). Call 7 addresses two distinct technical areas: CBPD-01 (Advanced Triggers for Autonomous Biological Aerosol Collection) and CBPD-02 (Second Wave, focusing on computational detection of genetically engineered pathogens via metagenomic sequencing). Proposed solutions must strive to achieve TRL 4–6 upon completion; proposals addressing TRL 4 or greater must address Manufacturing Readiness Level considerations.

Eligible sources include industrial and commercial concerns, universities, non-profit organizations, and government-sponsored research centers. DTRA reserves the right to select one or multiple contract awards per topic and intends to award a mix of contract types including cost-reimbursement, fixed-price, other transaction agreements, and interagency agreements. Evaluation considers scientific and technical merit, alignment with DoD Chemical and Biological Defense Program priorities, and capability to perform. Awards for Call 7 are estimated for Government Fiscal Year 2027, fourth quarter. No specific budget ceiling is stated; offerors propose budgets independently with contract duration not exceeding 60 months. NAICS code is 5417 (Scientific Research and Development Services); PSC is AC32 (National Defense R&D Services).

UPDATED NOV 10, 2022: TOPIC CALL 1, QUESTIONS & ANSWERS (Q and A_Ph II)

The purpose of this BAA is to serve as a five-year (60-month) open continuous vehicle through which topics will be released as individual calls as they become available during the BAA open period. This BAA will remain open for five years from the date of release.

The scope of this BAA is limited to projects that meet Technology Readiness Level (TRL) definitions in the TRL range of 3-6 (see ATTACHMENT 1 for TRL definitions). Upon completion of the proposed development efforts, solutions should strive to meet a TRL in the range of 4-6. Proposals that address technologies at TRL 4 or greater should also be aware of the Manufacturing Readiness Level (MRL) considerations.

The DTRA RD-CB mission was established by the Department of Defense (DoD) to provide state-of-the-art defense capabilities to allow military forces of the United States to operate and to successfully complete their missions in chemical and biological warfare environments. The scope of mission efforts and the priorities assigned to specific projects are influenced by changes in military and civilian Chemical and Biological Defense (CBD) science and technology, advanced developments, operational requirements, military threat assessments, and national defense strategies. To keep pace with defense capability requirements, the CBD Program (CBDP), as part of its mission, routinely promulgates chemical and biological research. The comprehensive research program encompasses both intramural and extramural sources, and the role of each is vital to the fulfillment of the CBDP objectives.

DTRA is seeking optimum approaches to meet technology objectives with a goal to identify and select science and technology projects that can be transitioned to joint acquisition programs.
