About this file

This document is a Questions and Answers (Q&A) file for Topic Call 6 under the DTRA Chemical/Biological Technologies Broad Agency Announcement (HDTRA122S0002). The Q&A provides clarification on key aspects of the solicitation, including budget, project duration, technology development expectations, and evaluation process. Specifically, the document reveals that DTRA is seeking proposals for chemical/biological defense technologies, with a preference for proof-of-concept studies in robust in vitro model systems that can demonstrate safety, effectiveness, and pharmacokinetic properties providing protection for 10 days prior to exposure.

The Q&A highlights important proposal guidelines, such as the two-phase evaluation process, preferred routes of administration (self-administered options), and flexibility for offerors to determine appropriate budget and project duration. Key technical considerations include utilizing routes of administration that minimize contact with medical personnel, developing technologies at Technology Readiness Levels (TRL) 3-6, and aiming to meet TRL 4-6 upon completion. The solicitation is part of a five-year BAA focusing on chemical and biological defense capabilities, with the ultimate goal of identifying science and technology projects that can be transitioned to joint acquisition programs.

Questions Answers

Q1: What budget range is typically supported by DTRA on awards under HDTRA122S0002? Is there a "sweet spot" to aim for?

A1: The offeror should submit a budget they deem appropriate for the successful completion of the effort.

Q2: Is there a typical project duration?

A2: The offeror should submit a project duration they deem appropriate for the successful completion of the effort.

Q3: For new technologies, should proposals submitted in response to HDTRA122S0002 be designed to support just Proof of Concept studies (e.g., in vitro demonstration), or would a more-complete development program, e.g., through animal challenge/survival studies, be well-received by DTRA?

A3: Proof-of-Concept studies in a robust in vitro model system would be adequate.

As noted for topic CBM-02 the solution must be demonstrated as safe and effective as well as demonstrate pharmacokinetic properties that would confirm that the product will provide protection for 10 days prior to exposure.

Q4: Does the two-phase or one-phase evaluation process apply to Topic Call 6? A4: This is a two phase evaluation process.

Q5: Could you please clarify what is meant, in CMB-02, by "Utilize routes of administration conducive to protecting the total force." What example RoAs are considered in-scope? Which are out of scope?

A5: Routes of administration which require extensive or prolonged contact of the individual warfighter with medical personnel, e.g., intravenous, are generally excluded. Ideally, the solution could be self-administered.

Q6: How should US Government partners be handled in the proposal budget? For example, to include work by the U.S. Army Medical Research Institute of Chemical Defense?

A6: The offeror should propose the sub-contractor(s) and budget they deem appropriate for the successful completion of the effort.

Q7: Topic Call 6 lists two sub-topics. Are they of equal interest to DTRA? Similar budgets?

A7: These projects are independent of each other and the relevant value of each is not fixed. The offeror should submit a budget they deem appropriate for the successful completion of the effort.
