About this opportunity

The United States Air Force Academy (USAFA) is seeking qualified manufacturers to produce cadet swimsuits and compression shorts through a Sources Sought notice issued on November 19, 2025, with responses due by November 25, 2025. This pre-solicitation announcement is for information and planning purposes only and does not constitute a binding commitment from the government. The procurement falls under NAICS Code 315250 (Cut and Sew Apparel Manufacturing) with a 750-employee size standard. Key contract requirements include adherence to the Buy American Act DFARS 252.225-7001, submission of a first article sample in accordance with FAR 52.209-4 Alt 1, contractor procurement of all manufacturing materials without government-furnished materials, and a firm-fixed price contract structure. The government will evaluate responses based on contractor capability to meet detailed material specifications, including specific fabric compositions (85% Nylon/15% Spandex for women's swimsuits and 100% nylon Taslon for men's swimsuits), color requirements (royal blue), design specifications (racerback with keyhole back for women's suits, mesh brief liner for men's suits), and delivery timelines. Delivery must be FOB Destination to USAF Academy, Colorado, with all items required by June 2026 for scheduled clothing events.

This procurement is set aside exclusively for small businesses, with the responding contractor responsible for all manufacturing and material sourcing. The estimated quantities total approximately 3,520 garments: 2,850 men's compression shorts, 450 women's compression shorts, 500 men's swimsuits, and 170 women's swimsuits, though exact quantities and sizes will be determined at contract award. No incumbent contractor is identified in this Sources Sought notice, indicating this may represent a new requirement or a re-compete with expanded participation opportunities. While a specific budget ceiling is not disclosed in this pre-solicitation announcement, the total quantity and firm-fixed price structure suggest a mid-range contract value typical of specialized apparel manufacturing for military academies. The compressed timeline from the November 25 response deadline through June 2026 delivery underscores the urgency of the requirement, necessitating that potential contractors possess immediate manufacturing capacity and established supply chains to meet the athletic apparel specifications within the eight-month procurement window.
