About this opportunity
The National Park Service Southeast Region seeks delivery of crushed clam shell material for off-road vehicle ramp maintenance at Cape Hatteras National Seashore, with quotations due September 15 at 4:00 PM EST. This is a Total Small Business Set-Aside procurement.
Place of performance includes two delivery locations: Buxton, NC (Cape Point Campground storage site at coordinates 35.2352 N, -75.54376 W) and Ocracoke, NC (Bitterswash Parking Lot at 35.16736 N, -75.82051 W). The NAICS code is 212311, Dimension Stone Mining and Quarrying, with a 500-employee size standard. The PSC is 5610, Mineral Construction Materials, Bulk.
The base contract calls for 1,200 cubic yards of crushed clam shell material, with Option 1 providing 210 cubic yards to Ocracoke and Option 2 providing 780 cubic yards to Cape Point Campground. All deliveries are scheduled for May 31, 2027. Material specifications require clam shells to be crushed and rolled to reduce edges, with whole shells not exceeding 25% of delivered material. Scallops, cockle shells, whelks, and cone shells may comprise no more than 10% of total volume; oyster shells are prohibited. The NPS reserves the right to sample, test, and reject inadequate material, requiring the contractor to provide additional deliveries until the full acceptable amount is received.
Contractors must be self-certified under NAICS 212311 in SAM.gov with a valid Unique Entity ID and no active exclusion records. The contract is firm-fixed-price, awarded on best value basis. Evaluation weighs price, ability to meet specifications, completion time, and past performance with no active SAM.gov exclusions, with technical and past performance combined being equally or more important than price. Required insurance is $50,000 per person, $100,000 per occurrence, and $100,000 property damage. Submittals must include SF-18, formal quote on company letterhead with pricing and capabilities, product specifications, subcontractor information if applicable, and amendment acknowledgment, emailed to marilia_mateo@ios.doi.gov. Deliveries must begin within 60 days of award.
