About this file
This is a Statement of Requirements issued by Cape Hatteras National Seashore, Outer Banks Group, for FY 26 Off Road Vehicle (ORV) Ramp Clam Shell Material.
The National Park Service requires delivery of bulk crushed clam shell material to support the ORV program at Cape Hatteras National Seashore. The base contract calls for 1,200 cubic yards of material delivered to the Cape Point Campground storage site in Buxton, NC (coordinates 35.2352 N, -75.54376 W), with Option 1 providing 210 cubic yards to Ocracoke's Bitterswash Parking Lot (35.16736 N, -75.82051 W) and Option 2 providing 780 cubic yards to the Cape Point Campground storage site. Material specifications require clam shells to be crushed and rolled to reduce edges, with whole shells not exceeding 25% of delivered material. Scallops, cockle shells, whelks, and cone shells may comprise no more than 10% of total volume, while oyster shells are prohibited. The NPS reserves the right to sample and test deliveries for consistency and reject inadequate material, requiring the contractor to provide additional material until the full acceptable amount is received. The contractor must provide submittal documents within 30 days of award and begin project deliveries within 60 days of award, with a delivery schedule meeting the performance period. The contractor is responsible for all drivers, vehicles, and equipment; must coordinate with ferry schedules for Ocracoke deliveries; and must provide receipts showing volume, weight, and dimensions for each load delivered, maintaining records for payment invoicing.

FY 26 Off Road Vehicle (ORV) Ramp Clam Shell Material
1.0 INTRODUCTION
The National Park Service (NPS) Outer Banks Group (OBG) has a requirement for delivery of bulk crushed clam shell to be provided for Off Road Vehicle (ORV) ramp maintenance to multiple locations within Cape Hatteras National Seashore.
1.1 OBJECTIVE
The purpose of this scope is to provide unpaved roadway building materials for the Off Road Vehicle (ORV) program.
1.2 LOCATION
The site locations include:
1) Buxton - Parking area between Cape Point CG and South beach Road (back of Cape
Point Campground) See Figure 2.

1.3 BACKGROUND AND EXISTING CONDITIONS
The NPS maintains vehicle access ways to Cape Hatteras National Seashore using a variety of materials for the surface. Shell materials must be conducive for passenger tire and off-road tire vehicles to drive over. Clam shells have been found as an aggregate material to be used for unpaved surfaces successfully allowing passenger tires and off-road tire vehicles to drive over.
Several types of shells are unsuitable due to their material properties. Oyster shells form sharp edges which can slash and cut tires, as well as visitor’s feet when walked upon. Scallop shells are thin, have little strength, break apart quickly, and provide no resiliency. Traditional gravel such as limestone or granite are not found locally, can be tracked onto the beaches, and are deemed unsuitable for use on beach access roads. Suitable materials such as clam shells last approximately one year under normal traffic conditions and must be replenished regularly.
NC Highway 12 runs from Bodie Island south to Ocracoke Island. The Cape Point Campground located on Cape Hatteras National Seashore is accessed from Highway 12 onto Lighthouse Rd.
The Campground includes a parking lot located near the back of the campground with paved a driveway and is a suitable place for shell storage (See Figure 1 below).
The Bitterswash Parking Lot near the north end of Ocracoke, approximately 3.8 miles south of the ferry (See Figure 2 below) is an existing shell parking area. Shell material may be stocklpiled in this parking lot.

2.0 PERIOD OF PERFORMACE
The Contractor shall provide submittal documents within 30 days of award. Project deliveries shall begin within 60 days of award. Contractor shall provide a schedule of deliveries which meets the performance period.
3.0 MATERIAL SPECIFICATIONS
The contractor will provide all technical support, materials, tools, equipment, and manpower required to provide the NPS with the following:
Material Requirements:
1) The clam shells must meet the following specifications:
a. The clam shells must be crushed and rolled to reduce edges. Whole shells should not account for more than 25% of the delivered material.
b. Scallops, cockle shells, whelks, and cone shells can be included but should not be more than 10% of the total shell volume.
c. Oyster shells may not be substituted.
The NPS reserves the right to take samples of any or all deliveries to be tested for consistency and material distribution. The NPS reserves the right to withhold payment for any delivery that does not meet expectations as agreed upon between the NPS and contractor providing the material. If the material is deemed inadequate the NPS may reject the delivery and the contractor must provide additional material until the full amount of acceptable material is received. The contractor may obtain additional samples and test above the required number at his own expense to verify overall consistency of the deliveries.
3.0 MATERIAL QUANTITIES
Base BID: Provide 1200 cubic yards of clam shell material to Buxton, NC to the Cape Point Campground storage site. Take special note of the additional requirements below – receipts showing weights/volumes must be provided to the NPS for each load delivered and a copy kept for the Contractor’s records.
OPTION 1: Provide 210 cubic yards of shell material to Ocracoke.
OPTION 2: Provide 780 cubic yards to Cape Point Campground Storage Site.
ADDITIONAL REQUIREMENTS:
1) The vendor will be required to call the NPS point of contact (POC) for exact location on the day of delivery.
2) The Contractor is responsible for all drivers and vehicles used for deliveries. These sites are considered off road and may require backing, turning, dumping, etc. on or near
PMIS# FY 26 Off Road Vehicle Ramp P a g e | 6 unpaved areas. The Contractor is responsible for verifying existing pavement conditions at the time of delivery.
3) The Contractor is required for scheduling deliveries to meet ferry routes to and from Ocracoke Island. Contractor vehicles are authorized to utilize the priority lane for ferry routes between Hatteras Island and Ocracoke Island.
4) Each vehicle/truck providing a delivery must also provide a receipt showing the materials being delivered to include volume, weight, dimensions, etc.
5) The Contractor must keep his own record/receipts of delivery in order to request payment. Accumulated totals of each type of material must be provided to the POC prior to submitting an invoice for payment.
