About this opportunity

The Department of the Air Force Air Mobility Command seeks procurement and installation of heavy-duty protective coverings for murals at the Naval Nuclear Power Training Command facility, with proposals due September 22, 2026 at 12:00 PM EDT. The solicitation is full and open competition; it was originally issued as a 100% small business set-aside but that restriction was removed by amendment on September 16.

Place of performance is Joint Base Charleston, North Charleston, South Carolina, with the NNPTC facility located in Goose Creek, South Carolina. The contractor must provide six protective coverings for murals measuring approximately 7 feet high by 14 feet wide, constructed from high-impact resistant, clear transparent material such as architectural-grade polycarbonate, Lexan, or heavy-duty acrylic. The material must feature anti-glare or non-reflective finish, be UV-resistant to prevent yellowing, include tamper-resistant heavy-duty mounting hardware, comply with DoD and NFPA fire safety standards, and have routed, beveled, or framed edges to eliminate sharp hazards. The outer surface must be scratch-resistant and easily cleanable using standard DoD janitorial supplies without clouding. All contractor personnel must comply with standard DoD and local installation security regulations, including base access procedures.

The contractor must coordinate installation schedules with the Government Technical Point of Contact (MMNC Hodges, Jonathan L, 843-765-6937), perform all work Monday through Friday, 0600-1530 local time excluding federal holidays, remove installation debris daily, and perform final cleaning upon completion. Payment is firm fixed price via DFAS Electronics Funds Transfer through WAWF, with contractor registration in WAWF required prior to payment. Evaluation is price-first with technical capability evaluated on a pass/fail basis; the lowest-priced technically acceptable offer will be recommended for award. The NAICS code is 238150, Glass and Glazing Contractors; PSC is N093, Installation of Equipment—Nonmetallic Fabricated Materials. The contracting officer is Luke Jackson (843-963-5174, luke.jackson@us.af.mil).
