About this opportunity

The Department of the Air Force Air Combat Command, specifically the 20th Contracting Squadron at Shaw Air Force Base, is seeking industry information for a potential Multiple Award Construction Contract (MACC) for construction services in South Carolina, North Carolina, and Georgia. The MACC will be an Indefinite-Delivery Indefinite Quantity contract that will support a broad range of construction tasks including new construction, building alterations, repairs, utilities work, and specialized services like hazardous material removal. Contractors must demonstrate in-house or readily accessible design capabilities, with project tasks ranging from $2,000 to $2,000,000 per task order. The evaluation will likely use Technical Acceptability with Performance Tradeoff methodology, and contractors will be required to participate in 10-30% of task order solicitations. Interested firms must submit a detailed capabilities statement and complete an attached questionnaire by 2:00 PM EST on January 16, 2025, via email to specified Air Force contacts.

The contract opportunity is set aside for total small business participation, with a specific focus on NAICS code 236220 for Commercial and Institutional Building Construction and a size standard of $45,000,000. The government anticipates awarding up to four contracts, each consisting of one base year and two one-year option periods, with potential for three additional On-Ramp contracts to maintain an optimal contractor pool. The overall program value is estimated between $45,000,000 and $60,000,000 over a three-year period. Socio-economic factors will be considered, with preference for 8(a), HUBZone, and Service-Disabled Veteran-Owned Business designations. Successful offerors must be registered in the System for Award Management (SAM) and have current Representations and Certifications. The contract may include design-build capabilities, with work potentially involving complex projects at military facilities requiring specialized expertise and security clearances.

Notice text

The 20th Contracting Squadron (20 CONS) at Shaw Air Force Base is publicizing this SOURCES SOUGHT NOTICE to gather industry information and input with respect to a potential Multiple Award Construction Contract (MACC).

A MACC is an Indefinite-Delivery Indefinite Quantity contract that is awarded to multiple contractors. Task orders for individual construction projects are then competed among the pool of contractors and evaluated based Federal Acquisition Regulation (FAR) Part 16.505.  No solicitation is being issued at this time. This is not a Request for Proposal (RFP), or Invitation for Bid (IFB), and shall not be construed as a commitment by the Government to issue a solicitation, or ultimately award a contract.

The information requested by this Sources Sought will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Should a future requirement evolve from this preliminary planning process, it is anticipated that as many as four (4) contracts could be awarded, each for a term consisting of one base year plus two (2), 1-year option periods. The Government may also award, at its discretion, a target of up to three (3) On-Ramp contracts. On-ramp and Off-ramp clauses provide the Government the flexibility to assess the status of the contractor pool for multiple award/IDIQ and make whatever adjustments are necessary to ensure an optimal mix of premier contractors is maintained to facilitate adequate competition on orders. Task Orders written against MACC contracts are anticipated to range between $2,000 and $2,000,000. The overall program value is still under consideration; accordingly, at this point it is roughly anticipated to range between $45,000,000 and $60,000,000 over a three-year period. The government may also require contractors to participate in 10% to 30% of MACC TO solicitations, exact percent to be determined at time of solicitation. The failure to participate at the target percentage may be reflected negatively in CPARS ratings and may result in temporary suspension from participation, dependent upon the CPARS rating.

The work will consist of a broad range of construction tasks, including but not limited to: New construction of buildings and structures, alteration and repair of buildings, structures, roads, grounds, roofs, specialty construction, utilities including JP-8 fuel systems and miscellaneous services including hazardous material waste removal (i.e. asbestos, lead based paint etc.).

Work may also include design/build from concept to full 100% design. In-house design capability or ready access to design capability is a must for projects under this MACC.  Description of work will be identified in each individual task order.  For the purpose of this Sources Sought, the anticipated North American Industrial Classification System (NAICS) code is 236220 / Commercial and Institutional Building Construction, with a size standard of $45,000,000.
