About this opportunity
The Fish and Wildlife Service seeks DISH television programming services for 236 housing unit television drops at its National Conservation Training Center in Shepherdstown, West Virginia, with quotations due October 22, 2026 at 5:00 PM ET. Amendment 0001, effective October 15, extended the deadline from October 21 and provided Q&A responses. This is a Total Small Business set-aside under NAICS 516210, PSC DG11.
Place of performance is the FWS Analytical Control Facility in Shepherdstown, West Virginia. The government owns an existing DISH SmartBox commercial headend (Serial Number LALPFY00129K) that distributes programming over a coax/RF network. The previous service provider, Don Lors Electronics DBA Stanecki Service, deactivated service on April 30, 2025. The contractor is responsible solely for programming service and is not responsible for maintenance of the internal television distribution infrastructure or individual room connections.
The contract runs from November 1, 2026 to October 31, 2027 (base year) plus four optional one-year periods through October 31, 2031. Quoters must provide firm-fixed pricing for the base year and all option years, quoted as a monthly rate for a 12-month period with monthly invoicing. The government requires the DISH AT120 package with access to all channels, currently 40 channels in the lineup plus local channels; the specific channel lineup will be provided after award. Included services are HD software and technology fees, FCC regulatory fees, activation, customer and technical support, and maintenance throughout the contract period. Quote validity must extend 60 calendar days from closing. Activation can be performed remotely; site access for on-site technicians requires Federal Real-ID or Passport. Award will be made using Lowest Price Technically Acceptable methodology to the responsible offeror with the lowest-priced, technically acceptable quote. The government intends award without discussions but reserves the right to conduct discussions if necessary. Point of contact for equipment verification is Clayton McBride at clayton_mcbride@fws.gov; submit quotations to lawrence_aragon@ios.doi.gov.
