About this file
This document is a Questions and Answers (Q&A) file for RFQ# 140FF027Q0014 regarding DISH Programming service for NCTC housing units.
The solicitation is a small business set-aside under NAICS code 516210 for DISH satellite programming service to 236 television drops at NCTC housing units. The Government owns a DISH SmartBox commercial headend (Serial Number: LALPFY00129K) that distributes programming over a coax/RF network. The previous service provider, Don Lors Electronics DBA Stanecki Service, deactivated service on April 30, 2025, under Purchase Order 140F0922P0043. The disconnected DISH account number is 1271978. Pricing should be quoted as a monthly rate for a 12-month period with monthly invoicing. The preferred service activation date is November 1, 2026. The contractor is responsible only for programming service and is not responsible for maintenance of the internal television distribution infrastructure or individual room connections. Site access requirements for on-site technicians include Federal Real-ID or Passport. Activation can be performed remotely, with login details provided to the awarded contractor. The Government requires access to all channels in the DISH AT120 package and currently has 40 channels in the lineup; local channels are needed through DISH programming. The specific channel lineup will be provided after contract award. The point of contact for equipment verification is Clayton McBride at clayton_mcbride@fws.gov. The equipment is installed in one of four buildings at the property.
