The Naval Surface Warfare Center Carderock Division (NSWCCD), under the Department of the Navy Naval Sea Systems Command, is soliciting quotes for in-person Fundamentals of Uncertainty Analysis Training services. The training must comprehensively cover the GUM (Guide to the Expression of Uncertainty in Measurement) approach, propagation of measurement uncertainty using statistical methodologies relevant to radiation detection applications, and practical application of standards including ANSI N323AB-2013, NUREG 1507, ANSI/ASQA1.4, and ANSI N42.17AC/N13.11, with specialized focus on uncertainty analysis with NIST traceable sources and Thermoluminescent Dosimeter (TLD) conformance testing. The instructor must hold a Certified Health Physicist (C.H.P.) credential or possess a comprehensive health physics background with demonstrable teaching experience and publications in peer-reviewed journals. The Government will evaluate all timely quotes on a lowest price technically acceptable (LPTA) basis and intends to award without discussions, though the Contracting Officer reserves the right to conduct discussions if deemed necessary. Questions must be submitted by 10:00 AM EDT on Friday, April 3, 2026, and quote packages are due by 10:00 AM EDT on Wednesday, April 8, 2026.

This procurement is designated as a total small business set-aside under NAICS code 611430 (Professional and Management Development Training) with a small business size standard of $15 million. No incumbent contractor or current contract information is identified in the solicitation documents. The contract will be awarded as a firm fixed price (FFP) purchase order under Simplified Acquisition Procedures, with the training to be completed within 120 days from the date of contract award. The contractor must deliver 20 sets of training materials as handouts and submit final course materials in Microsoft PowerPoint format 15 days before the training event. This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.  Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures.  The Government intends to solicit for a In-Person Fundamentals of Uncertainty Analysis Training as detailed in the attached solicitation. This announcement constitutes the only solicitation and a written solicitation will not be issued.

This is procurement IS set aside for small business.  The NAICS code is 611430 and the Small Business Standard is $15 Million.

The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2026-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20251110.  SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS.

The Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible quoters on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without discussions with quoters. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

Quote packages are due on or before 10:00 AM EDT on Wednesday, 8 April 2026. Responses shall include Official Company Name, Cage Code, and Point of Contact name & phone number.  Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
