About this opportunity
The Drug Enforcement Administration (DEA), under the Department of Justice, has published a Special Notice regarding the procurement of Full Spectrum Imaging Systems (FSIS) II Color Lab Systems. This acquisition is being conducted on a sole source basis with Thomas Scientific, LLC, located in Swedesboro, New Jersey. The DEA intends to award a firm-fixed-price purchase order through simplified acquisition procedures under FAR Part 13. The procurement is classified under NAICS Code 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing) and PSC Code 6525 (Imaging Equipment and Supplies: Medical, Dental, Veterinary). This Special Notice is published in accordance with FAR 5.207(c)(16)(ii) to allow other vendors to submit capability statements if they believe they can meet the Government's requirements.
The primary objective of this acquisition is to procure six FSIS II Color Lab Systems for the DEA's new laboratory facility in Londonderry, New Hampshire, with a total estimated contract value of $493,846.14 and a delivery deadline of July 30, 2026. Interested vendors must submit capability statements electronically to Kenny.J.Douangmala@dea.gov by March 20, 2026 at 10:00 a.m. Eastern Time. The sole source justification is based on Thomas Scientific's proprietary ownership of the underlying U.S. Patent for the FSIS and its exclusive licensure of the Arrowhead proprietary software and algorithms. This acquisition is set aside for small businesses, and interested contractors may submit a capability statement to demonstrate their ability to meet Government requirements, though the Government retains sole discretion in determining whether to open the requirement to competition. No Request for Quotation (RFQ) is available for this opportunity.
