The services required include food receiving and storage, food preparation, meal serving, field feeding, and facility sanitation across five dining facilities, with the contractor responsible for providing all supervision, labor, personnel, equipment, materials, and supplies except Government-furnished property expendables. Qualified contractors must demonstrate capability in comprehensive dining facility management, food safety compliance, inventory control, and kitchen operations while maintaining specified performance standards and customer satisfaction ratings. Evaluation will be based on contractor capability statements addressing the Performance Work Statement, relevant past performance within the last three years, small business designation status, subcontractor management experience, and industry feedback on operational requirements. Interested parties must submit capability statements of no more than six pages in Times New Roman font (minimum 10-point) by 12 p.m. EDT on March 17, 2026, to designated Army contracting officers; this is a market research notice only, and no award will result from this announcement, with a formal solicitation to follow at a later date.
This procurement carries no small business set-aside designation, and the NAICS code is 722310 (Food Service Contractors) with a small business size standard of $47 million. The contract will be awarded on a Firm Fixed Price basis, and the contractor must maintain onsite Project Manager and Dining Facility Managers with specified experience requirements and current sanitation certifications. Performance evaluation will utilize Acceptable Quality Levels (AQL) ranging from 4 percent to 10 percent across 12 performance standards, with payment reductions applied when defects exceed established thresholds. The contractor must submit 18 reporting documents throughout the contract period, including daily menus, quality control evaluation sheets, quarterly training records, and pest inspection reports to ensure compliance with Army food service regulations and nutritional standards.
