About this opportunity
The Department of the Air Force Materiel Command Test Center issued a Special Notice on May 11, 2026, announcing a sole-source intent to procure one D-2 Incorporated iSPARK Fuels Laboratory Automatic Particle Counter (part number JF-PC-AF) under a total small business set-aside, with written capability responses due by 10:00 a.m. CST on May 26, 2026.
The Air Force justifies sole-source award to D-2 Incorporated under 10 U.S.C. 3204(a)(1), finding D-2 the sole developer and manufacturer of a military-ruggedized automatic particle counter meeting Air Force requirements. Market research conducted March 1 through May 8, 2026, confirmed no alternative commercial off-the-shelf products or vendors provide an integrated system with equivalent military certification under MIL-STD-183, 461, 464, 810, and 1472, or the environmental testing (shock, drop, electromagnetic interference resistance) required for austere and contested operational environments.
The equipment supports aviation fuel quality surveillance and contamination analysis for military fuels laboratory operations. The APC must comply with ASTM D7619 and Fuels Technical Letter supplementing T.O. 42B-1-1, detect and quantify particulate contamination in JP-8 and Jet A, provide rapid automated sample analysis with reporting, measure ISO cleanliness codes, test Static Dissipating Additive conductivity, determine API gravity corrected to 60°F, and feature portable or benchtop design with touchscreen controls, internal data storage, and USB/Ethernet export capability. The unit shall include calibration fluid, tubing, fittings, software, power supply, operating manuals, battery operation, and a minimum one-year warranty.
Anticipated award date is June 1, 2026, with delivery required by July 30, 2026, FOB Eglin Air Force Base, Florida. Solicitation number is FA2823-26-Q-0034. Contact 1st Lt Brooke Socolofsky at brooke.socolofsky@us.af.mil with questions.
