About this file
This is a Statement of Objectives (SOO) for the procurement of one Automatic Particle Counter (APC) manufactured by D-2 Inc., model JF-PC-AF, to support aviation fuel quality surveillance and contamination analysis for military fuels laboratory operations. The equipment must comply with ASTM D7619 standards and the Fuels Technical Letter supplementing T.O. 42B-1-1 from AFPET.
The APC must be capable of detecting and quantifying particulate contamination in aviation fuels including JP-8 and Jet A; performing rapid automated sample analysis with reporting to reduce manual processing time and costs; providing particle count results by size channel according to ASTM, ISO, or equivalent standards; measuring and reporting ISO cleanliness codes; testing Static Dissipating Additive (SDA) and reporting conductivity (CU) levels in pS/m; and determining API gravity or density corrected to 60°F. The unit must have a portable or benchtop design suitable for laboratory and field use, feature a simple touchscreen or digital display with menu-driven controls, store test data internally, and export results via USB, Ethernet, or equivalent digital interface. The equipment shall include all required accessories for immediate operation including calibration fluid, tubing, fittings, software, power supply, and operating manuals; operate on battery packs and standard U.S. electrical power (110V/120V AC); and include a minimum one-year warranty. The procurement aims to improve mission capability by reducing consumable use, minimizing human error, increasing repeatability, and accelerating fuel receipt and equipment testing timelines.

Equipment shall meet the following minimum objectives/specifications:
1. Capable of detecting and quantifying particulate contamination in aviation fuels, including JP-8, Jet A, other petroleum products.
2. Capable of performing rapid sample analysis with automated reporting to significantly reduce current manual test processing time and costs.
3. Must provide particle count results by size channel in accordance with recognized industry standards such as ASTM, ISO, or equivalent contamination monitoring methods.
4. Capable of measuring cleanliness levels and reporting ISO cleanliness codes or equivalent particulate classification data.
5. Capable of testing SDA (Static Dissipating Additive) and reporting CU (conductivity) levels of petroleum samples in pS/m IAW 42B-1-1.
6. Capable of determining the API gravity or density of petroleum products corrected to 60*F.
7. Unit shall be portable or benchtop design suitable for laboratory and field-use environments.
8. User interface shall be simple to operate with touchscreen or digital display and menu-driven controls.
9. Capable of storing test data internally and exporting results via USB, Ethernet, or equivalent digital interface.
10. Equipment shall include all required accessories for immediate operation, to include calibration fluid, tubing, fittings, software, power supply, and operating manuals.
11. Equipment shall operate on provided battery packs and standard U.S. electrical power
(110V/120V AC).
12. Unit shall improve mission capability by reducing consumable use, minimizing human error, increasing repeatability, and accelerating fuel receipt/equipment testing timelines.
