About this opportunity

The Department of the Navy Naval Supply Systems Command seeks fuel transfer hoses compliant with MIL-DTL-22240G(SH) specifications, with quotes due September 9 at 10:00 AM ET and questions due September 22 at 11:00 AM ET. The procurement is set aside as 100% Women-Owned Small Business, with a firm fixed-price structure and 90-calendar-day quote acceptance period.

Place of performance and delivery is Naval Station Mayport, Florida (Building 262 Fuels Road, Mayport Naval Station FL 32228). The requirement comprises three line items: CLIN 0001, 16 units of 2.5-inch by 50-foot fuel transfer hoses with MXF aluminum camlock couplings and stainless steel crimp sleeves; CLIN 0002, 8 units of 4-inch by 50-foot uncoupled hoses Type A; and CLIN 0003, shipping services. All hoses must include proper branding with contractor name, manufacture date, specification number, National Stock number, nominal size, and markings; certificates of conformance; and pressure testing to 300 PSI per ASTM D 380. Delivery is due within 60 work days from award, between 8:00 a.m. and 3:30 p.m. Monday through Friday excluding federal holidays.

NAICS code 332912 (Fluid Power Valve and Hose Fitting Manufacturing) applies, with a 1,000-employee size standard. Quoters must submit pricing in Volume 1 and technical specifications in Volume 2 (10-page limit) demonstrating understanding of requirements and confirmation of ability to meet the delivery schedule; country of origin for each line item is required. Buy American compliance is evaluated at the completed hose assembly level rather than at individual component levels. Evaluation is based on price and technical capability.

Amendment 0001 (effective September 2) added an Industry Questions attachment to Section J. Amendment 0002 (effective September 4) updated product classifications from Intellectual Property to Personal Property, changed inspection and acceptance location from Naval Air Station Mayport to Naval Station Mayport, and modified the delivery schedule to 60 work days from award receipt.
