About this file
This is a Question and Answer Log documenting industry inquiries and government responses for a fuel transfer hose solicitation (N6883626Q0073) issued by the Naval Supply Systems Command.
The log addresses critical compliance and technical specifications across two amendments. Key clarifications include: Buy American compliance is evaluated at the completed hose assembly level rather than at individual component levels; the government does not require all major hose assembly components to be of U.S. origin, only that the final assembly meets applicable Buy American requirements. Regarding technical specifications, contractors must provide hose data sheets or manufacturer statements confirming compliance with MIL-DTL-22240G(SH). The Navy clarified that uncoupled hoses will be fitted with 4-inch couplings and 6-inch, 8-bolt flanges. A critical operational parameter was established: the working pressure for the system is governed by MIL-DTL-22240G(SH) specifications, with the actual working pressure limited by the weakest component in the engineered system (referenced as the camlock limitation in the example provided). Material and hardness specifications are also detailed in MIL-DTL-22240G(SH), which serves as the governing technical standard for this procurement.

| QUESTION | ANSWER | |
| 1 | Compliance with the Buy American provisions is evaluated solely at the completed hose assembly level? | Yes |
| 2 | The Government expects all major hose assembly components, including the hose and fittings, to be of U.S. origin or otherwise compliant with the applicable Buy American requirements? | No |

| QUESTION | ANSWER | |
| 3 | Are you requesting documentation at all with hose data sheets or manufacturer statement it meets the Mil-Spec? | YES |
| 4 | Since the hose itself appears to be the end item being procured, can the Government confirm whether Buy American compliance is being evaluated at the hose level as the end product? | Yes |
| 5 | Since the solicitation requests uncoupled hose, can the Government clarify which fittings the Navy intends to attach to the hose? | We use 4" couplings with 6" 8 bolt flanges |
| 6 | We can provide the hose rated to 300 PSI; however, the 2.5" aluminum camlocks are only rated to 100 PSI. |
Since this is an engineered system, the overall system needs to be rated based on the weakest component, which in this case would be the camlock. If you run this past 100, it will have a failure, including ejection of end fitting. The gasket in the female is rated lower than that.
| What is the actual working pressure for the system? | Please see MIL-DTL-22240G(SH) attachment 2 | |
