About this opportunity

The U.S. Embassy in Harare, Zimbabwe is seeking quotations for preventive maintenance services of fuel systems through a Request for Quotations (RFQ) issued by the Department of State. The scope of work includes annual preventive maintenance for fuel storage tanks, fuel pumps, panel controls, fuel oil pump controls, fuel distribution systems, leak and level monitoring systems, and dispensing systems, with detailed requirements for inspections, testing, cleaning, and performance verification. Contractors must be registered in the System for Award Management (SAM) and must submit complete proposals in English by November 12, 2025, at 5:00 PM Harare time via electronic submission to HarareGSOProcurement@state.gov. The contract will be awarded to the responsible company submitting an acceptable offer at the lowest price on a firm-fixed-price basis, with award decisions made on initial quotations without discussions unless companies fall within the competitive range. Quotation submissions must include the SF-1449 form, Section I pricing, Section 5 representations and certifications, proof of active SAM registration, and any additional information required in Section 3 of the solicitation, with all files formatted in MS-Word, MS-Excel, or Adobe Acrobat and not exceeding 30MB per submission.

This is an unrestricted solicitation with no set-aside designations, and no incumbent contractor is identified in the available documentation. The contract is structured as a firm-fixed-price agreement with a base one-year period and three one-year option periods, with an expected start date of March 30, 2026. The maintenance scope includes a minimum of one service per year and a maximum of five services annually, with payment due within 30 days after the Contracting Officer's Representative confirms satisfactory service completion. All work will be performed at the U.S. Embassy in Harare, Zimbabwe, and the contractor will be responsible for providing all labor, tools, and materials necessary to complete the preventive maintenance services. While no specific contract value is disclosed in the solicitation notice, the service requirements and multi-year option structure indicate a substantial maintenance commitment over the potential four-year contract term.
