About this opportunity

The U.S. Department of State, specifically the Embassy in Antananarivo, Madagascar, is seeking a fuel supply contract for diesel fuel and unleaded gasoline. The solicitation requires a contractor to provide an estimated 120,000 liters of diesel fuel and 60,000 liters of unleaded gasoline (95 octane) annually, with deliveries to be made at the embassy location. The contract will be a fixed-price indefinite delivery/indefinite quantity (IDIQ) agreement with a base period of twelve months and four potential one-year option periods. All prospective contractors must be registered in the System for Award Management (SAM) database prior to contract award, and electronic submissions of offers are to be sent to procurementantananarivo@state.gov by March 13, 2025. The evaluation will be based on a lowest price technically acceptable approach, with contractors required to meet specific delivery timeframes and minimum order quantities.

The solicitation is an unrestricted contract with no specific set-aside designations, meaning all responsible sources may submit an offer. Four potential bidders were identified during the pre-proposal conference: JOVENA, VIVO ENERGY, TOTAL ENERGIES, and GALANA. The minimum guaranteed order is 10,000 liters each of diesel and gasoline per year, with a maximum potential order of 450,000 liters per fuel type. Deliveries must be made to the U.S. Embassy located at Lot 207A, Point Liberty, Andranoro-Antehiroka, with specific delivery windows between 08:00-11:30 and 14:00-15:30 Monday through Thursday, and 08:00-12:00 on Friday. The contract includes provisions for price adjustments based on official Malagasy government fuel price changes, and all transactions will be conducted in Ariary currency with VAT tax exemption.
