About this opportunity
The U.S. Fish and Wildlife Service seeks fuel reduction thinning treatment services at Ninigret National Wildlife Refuge in Rhode Island, with quotes due September 8, 2026. This is a 100% Small Business Set Aside conducted as a Request for Quotation under FAR Parts 12 and 13.
Place of performance is Ninigret National Wildlife Refuge, Charlestown, Rhode Island, with performance running November 1, 2026, through March 31, 2027. The contractor must perform mechanical hazardous fuel reduction and habitat enhancement on approximately 35 acres using tracked mechanized equipment including a 20-ton excavator with Fecon BH 80 tree mulcher head (56-inch cutting width, 150 gallons per minute hydraulic flow, 28-foot reach capability). Work includes tree density reduction in two primary areas—a shaded fuel break (approximately 30 acres, reducing density from 235 to 125 trees per acre with 60% canopy cover retention) and savannah area (approximately 48 acres, reducing from 160 to 65 trees per acre with 20–60% canopy cover). Firebreaks must be 15–20 feet wide or minimally 100 feet wide with stumps cut to less than 2 inches. Heavy machinery is restricted from April 1 through October 31 to protect endangered species. The contractor must provide per-acre pricing inclusive of all equipment, labor, materials, and site restoration; submit a Quality Control Plan; maintain an onsite contract manager; and demonstrate prior tree mulching experience in New England.
NAICS code is 115310, Support Activities for Forestry, with a small business size standard of $34 million. Service Contract Act prevailing wage rates apply per Rhode Island county determination (Revision 35, effective August 13, 2026). All contractors must maintain active SAM registration and register with the Department of Treasury's Invoice Processing Platform prior to award. Evaluation weighs Technical/Management Approach (10 pages maximum), Past Performance using a mandatory Past Experience & References Questionnaire (three references from contracts completed within three years, plus up to five pages supporting documentation), and Key Personnel and Subcontractors (10 pages, demonstrating five years relevant experience). Only firm fixed price offers are accepted. Mandatory site visit is August 31, 2026, 10:00–11:30 a.m. at Access Point 1. Amendment 0002 extended the closing date to September 8, 2026, at 2:00 p.m. Offerors must acknowledge amendments 0001 and 0002 prior to closing or risk rejection.
