About this opportunity
The U.S. Fish and Wildlife Service seeks fuel reduction mastication services at the Helena Tract of Grand Bay National Wildlife Refuge, with quotes due July 31, 2026. This procurement is a 100% Women-Owned Small Business (WOSB) set-aside, restricting competition to WOSB concerns.
Place of performance is Gautier, Mississippi, covering approximately 296 acres within the Helena Unit of Grand Bay NWR. Performance runs from September 15, 2026 through September 15, 2027. The NAICS code is 115310, Support Activities for Forestry, with a small business size standard of $11.5 million.
The contractor must provide forestry mulching and mastication services using heavy-duty equipment with minimum 100 horsepower and low ground pressure to mechanically reduce wildland fuels and vegetation up to 6 inches diameter at breast height, excluding designated leave trees and riparian zones. Equipment must include rotary drum masticating heads capable of being raised and lowered. All residues must be distributed on-site with greater than 80% of pieces less than 2 feet in length and 2 inches in diameter, left in contact with soil. Stumps must be reduced to ground level. The contractor supplies all personnel, equipment, supplies, fuel, and supervision, and must provide GPS track files using government-provided shapefiles. Off-road equipment must be inspected and cleaned before arrival to prevent invasive weed introduction. Work may be postponed due to inclement weather, high water levels, endangered species nesting periods, or high wildfire danger. Service Contract Act prevailing wage rates apply; rates for Mobile County, Alabama occupations range from $10.20 to $48.72 per hour plus fringe benefits.
Quotes must include a unit price per acre inclusive of all supplies and materials. Evaluation weighs technical capability and past performance more heavily than price. Offerors must submit a Price Proposal and Technical/Past Performance Information limited to 10 pages combined, plus a completed Technical Past Performance & References Questionnaire with three references from work completed within the past three years. All contractors must maintain active SAM registration prior to award and register with the Treasury Invoice Processing Platform for payment.
