Contractors must demonstrate technical acceptability, provide competitive pricing, and offer delivery within 30 days of contract award, though delivery times of 15 days or less will receive favorable evaluation consideration. The evaluation will follow FAR 13.106-2(b) procedures, assessing technical acceptability, price fairness, and delivery time to determine the most advantageous offer to the government. All contractor questions must be submitted by September 8, 2025, at 1100 JST, with final quotes due September 17, 2025, at 1100 JST. Contractors must complete both the RFQ Cover Sheet and SF-1449 form as part of their submission requirements.

No incumbent contractors or previous award values are identified in the available documentation. The procurement requires delivery of exactly two fuel injection pumps to Camp Foster, Okinawa, Japan, specifically to Building 5811. Performance will occur in Okinawa, Japan, with delivery expected within 30 days of contract award, though faster delivery schedules will be evaluated more favorably. Questions and answers documentation reveals some vendor interest in potential manufacturer substitutions, specifically regarding whether Cummins pumps can substitute for Stanadyne OEM pumps, though the government response did not definitively address this substitution inquiry. The procurement is being managed by the Marine Corps Installations Pacific Regional Contracting Office.
