About this opportunity
The U.S. Embassy Helsinki, under the Department of State, is soliciting Blanket Purchase Agreements (BPAs) for fuel, fuel cards, vehicle washing, and administrative fees for government-owned vehicles. The embassy intends to award BPAs to one or more responsible vendors with gas stations readily available along major Finnish roads. Key requirements include vendor registration in the System for Award Management (SAM) database prior to proposal submission, submission of company information and invoicing fee details to Helsinkiprocurement@state.gov, and compliance with standard U.S. Government payment terms of 30 days from receipt of a correct and proper invoice. The solicitation does not specify formal evaluation criteria beyond vendor responsibility and geographic accessibility of gas stations. The proposal deadline is March 5, 2026, at noon Finnish time (GMT+2), with registration in SAM required before submission to avoid the proposal being deemed non-responsible.
This procurement carries no set-aside designation and does not identify any incumbent contractors. The solicitation does not provide a specific budget range or award value; BPAs will remain in effect for one year from award or until a determined maximum amount is spent, whichever occurs first. The government explicitly states it makes no guarantee of any volume of business and may award BPAs to multiple vendors to rotate business among them. The contract will be performed in Helsinki, Finland, where vendors must maintain gas station locations accessible along major Finnish roads to service the embassy's vehicle fleet. The BPA structure establishes no contractual obligation until orders are issued and deliveries are made, functioning essentially as a credit account system for authorized purchases.
Notice text
The U.S. Embassy Helsinki has a requirement for refueling and washing of government owned vehicles, and intends to award Blanket Purchase Agreements (BPAs) to one or more responsible vendors with gas stations readily available along major Finnish roads. A BPA is similar to a credit account established with vendors under which numerous orders may be issued. It establishes no contractual obligation until an order is issued and a delivery is made. BPAs will be in effect for a period of one year upon award or until the determined maximum amount has been spent, whichever occurs first. Please note that the award of a BPA does not guarantee any quantity of business and that the Government may choose to award BPAs to more than one vendor and rotate business.
