About this opportunity
The Department of the Army Corps of Engineers Engineering District Alaska is seeking a design-build contractor for comprehensive life safety repairs and electrical infrastructure upgrades to Hangar 1 at Fort Wainwright, Alaska. The project encompasses installing specialized electrical power systems to support a Black Hawk Aircrew Trainer and Transportable Flight Procedure Simulator, connecting simulators to the fire alarm system, converting bay areas to wet pipe sprinkler systems, and correcting various egress deficiencies and life safety code violations. Additional work includes installing expanded metal mesh in a prefab arms vault to comply with AR190-11 requirements and updating fire systems to meet current building codes, with coordination required through the State Historic Preservation Office due to the building's historical designation. The procurement will utilize lowest price technically acceptable source selection procedures, evaluating proposals based on past performance, technical approach, design and construction approach, proposed contract duration, and price through a two-phase evaluation process. The solicitation document will be available around November 6, 2025, with an anticipated Notice to Proceed date of June 15, 2026.
This opportunity is designated as a total small business set-aside with no incumbent contractors identified in the notice. The estimated contract value ranges between $10 million and $20 million, with a performance period of approximately 365 calendar days following contract award. Key technical specifications include two 120/208v, 200 amp, 60Hz, three-phase electrical services with specific military-standard receptacles for each simulator device. All offerors must maintain current registration in the System for Award Management (SAM) database and submit proposals electronically through the PIEE Solicitation Module. The project falls under NAICS code 238210 for Electrical Contractors and Other Wiring Installation Contractors, and the Davis-Bacon Act wage requirements will apply to the construction work.

The estimated dollar magnitude of this project is anticipated between $10,000,000 and $20,000,000. The performance period will be approximately 365 calendar days. The procurement will be conducted using source selection procedures and the award will be based on lowest price technically acceptable source selection procedures, considering the price and non-price factors cited in this announcement and the solicitation.
All Offerors must be registered in the System for Award Management (SAM) (https://www.sam.gov/SAM/). Joint ventures must be registered in SAM as the joint venture.
