About this opportunity
The 354th Eielson Contracting Squadron, representing the Department of the Air Force Pacific Air Forces, is seeking Architect-Engineer (A&E) services for Title I Design Phase Services to replace upper digester compressors 1 & 2 at Eielson Air Force Base in Alaska. The project scope encompasses comprehensive design services including assessment of existing compressors and piping, evaluation of alternatives, development of design concepts and cost estimates, and production of complete construction documents tailored to Arctic conditions. Qualified firms must include mechanical and electrical engineers licensed in Alaska, a project manager experienced in remote environments, an industrial hygienist or HAZMAT professional, and a cost estimator, with preference given to in-house expertise over subcontractors. The Government will evaluate proposals using the Brooks Act and FAR Subpart 36.6 selection criteria, emphasizing professional qualifications, specialized experience in wastewater treatment plant design (particularly Alaska projects), capacity to accomplish work, past performance on cost control and schedule compliance, and geographic proximity to Alaska. The pre-solicitation notice was posted February 5, 2026, with a response deadline of April 8, 2026, and the highest-qualified firm will be selected and subsequently requested to submit pricing information.
This is a total small business set-aside opportunity with no stated contract value or budget range disclosed in the pre-solicitation materials. The contract schedule requires delivery of the complete 100% design package within 125 calendar days of Notice to Proceed, with intermediate deliverables due at 65% and 95% design completion stages. No incumbent contractor or current contractor is identified in the solicitation materials. The Government will conduct a three-phase design review process, with the 65% design due 45 calendar days after NTP (with 21-day Government review), 95% design due 24 calendar days after NTP (with 21-day review), and final 100% documents due 14 calendar days after final NTP. Firms are required to submit qualification packages including an Instruction to Offerors evaluation factors document, completed SF-330 (Architect-Engineer Qualification forms), and a Past Performance Questionnaire to the designated email addresses and SAFE portal.
