About this opportunity
The 354th Contracting Squadron of the Department of the Air Force Pacific Air Forces is seeking architectural and engineering (A-E) services for a roofing project at the Central Heat Power Plant (CHPP) at Eielson Air Force Base in Alaska. The project requires designing a 60-mil PVC roofing system with a vapor barrier, membrane, insulation, and cover board capable of withstanding extreme Arctic conditions. Offerors must submit an SF-330 form, Instruction to Offerors document, and Past Performance Questionnaire to be evaluated based on professional qualifications, specialized experience in DoD facilities and arctic design, team capacity, and past performance. The evaluation will use a color-coded rating system and involve discussions with the top three ranked firms. Submissions must be sent via email to tara.richmond@us.af.mil and mouhamed.sarr.1@us.af.mil by March 26, 2025.
The contract opportunity is set aside for total small business participation and falls under the Engineering Services NAICS category. The design contract requires delivery of 100% design documents within 130 calendar days, with interim milestones at 50 days (65% design), 74 days (95% design), and 130 days (100% design). While specific award value is not disclosed, the project requires design fees of at least $250,000 and teams must include professionals experienced in cold climate design, industrial hygiene, and cost estimation. The project targets roof repair for a critical 25 MW coal-fired cogeneration facility, addressing significant roof deterioration documented in July 2024 photos. Qualified firms must demonstrate experience with high-performance building requirements and hazardous materials remediation, with projects from the past 5 years preferred.
