About this opportunity
The National Park Service, Fort Pulaski National Monument, seeks fabrication, delivery, and installation of a replacement double-sided entrance sign, with quotes due July 8, 2026, and vendor questions due June 26. This is a 100% small business set-aside procurement on a firm fixed-price basis.
Place of performance is Cockspur Island, Georgia. The contractor must remove the existing sign, fabricate two High Density Urethane foam panels (114" W × 43.75" H, 1.5-inch thickness, minimum 20 lb density) with NPS Rawlinson Heavy V-carved and Frutiger Bold flat-routed typography, and install them on the existing structure. Panels must be finished with Matthews White Epoxy Primer and Matthews Satin VOC Semi-Gloss paint in NPS River Rock, Northwood Brown, and Warm Gray 1. The contractor must complete work within 15 days after award and coordinate with Emily Forlenza, Chief of Facility Management, at the Harpers Ferry Center. The period of performance runs July 15, 2026, through January 30, 2027, with a required delivery date of January 30, 2027.
The NAICS code is 339950, Sign Manufacturing, with a 500-employee size standard. Evaluation uses a Lowest Price Technically Acceptable approach with no tradeoffs. Technical acceptability requires offeror information (legal name, UEI, CAGE code, primary contact), evidence of two completed sign fabrication projects within the last five years with full project details and references, key subcontractor identification if applicable, and authorized representative certification. Omission of any required entry results in technical unacceptability and ineligibility. The contractor must maintain liability insurance of not less than $1,000,000 per person, $2,000,000 property damage, and $2,000,000 per occurrence, and comply with Department of Labor prevailing wage determinations for Chatham County, Georgia. All bidders must register in SAM prior to award.
