About this opportunity
Defense Logistics Agency Aviation seeks multiple firm-fixed-price, indefinite-quantity contracts for hardware acquisition across 19 Federal Supply Classes covering fasteners, springs, gaskets, abrasive materials, and related hardware items, with proposals due July 2, 2026. The procurement is a 100% Small Business Set Aside with a five-year base period and one five-year option period.
Place of performance is Richmond, Virginia. Offerors must price a minimum of 45% of the National Item Identification Numbers listed in Attachment 2 to be considered for award, and small business status will be verified through SAM. The NAICS code is 332722 with a 500-employee small business size standard. PSC 5305 applies to screws.
Contractor requirements include electronic order processing via DIBBS and EDI transactions (850, 997, 856), invoicing through Wide Area Work Flow, and payment via Electronic Funds Transfer. Contractors must maintain a minimum 90% on-time delivery rate, tracked annually with reports provided within 60 days of each performance year. Quality management per ISO 9001:2015 is mandatory. Product Quality Deficiency Reports and Supply Discrepancies must be submitted within 15 calendar days (or 5 days for frustrated shipments). Contractors performing below satisfactory standards face off-ramping, including cooling-off periods without add-on competition, contract non-renewal, or termination.
Proposals must be organized into four volumes: Volume I (Technical/Management, 10-page limit, evaluated pass/fail on ISO 9001 certification and small business commitment), Volume II (Past Performance, 25-page limit), Volume III (Cost/Price in Microsoft Excel format), and Volume IV (Contract Documentation). Proposals must be submitted via PIEE. Offerors must hold prices for 180 calendar days from receipt. Free on Board is ORIGIN for all orders, placing shipping cost and risk on the contractor from point of shipment. Proposals failing the Technical/Management factor are ineligible for award.
