About this opportunity
The Defense Logistics Agency Aviation is seeking to procure hardware components, specifically bolts and related aircraft manufacturing materials, through the Hardware Acquisition Recompete–Customer Direct (HARCD) solicitation SPE4A2-26-R-0001. This modification (0005) extends the solicitation closing date to March 20, 2026, at 3:00 PM Eastern Time. Key contract requirements include submission of materials and pricing in accordance with Vendor Managed Inventory (VMI) procedures, where eligible items are submitted via Form 940 requisitions rather than traditional delivery orders. The evaluation criteria emphasize proper calculation of throughput charges, which apply uniformly to both VMI-sourced and commercially acquired materials based on negotiated unit prices, with Environmental Protection Agency adjustments applied only to material costs. Contractors must understand that VMI orders are identified by requisition numbers rather than delivery order numbers, and the Government has extended the material submission deadline to accommodate supply chain considerations.
This solicitation is designated as a Total Small Business set-aside, restricting competition to qualified small business concerns. ASRC Federal Facilities Logistics, LLC participated in the Q&A process, indicating active industry engagement with the opportunity. The solicitation documents do not specify a particular award value or budget range, nor do they provide explicit quantity details or service timelines. Performance of work will be conducted in Richmond, Virginia, where DLA Aviation's contracting office is located. Interested contractors should note that this recompete represents an opportunity to provide ongoing hardware acquisition support through either VMI arrangements or direct commercial sourcing, depending on availability and pricing competitiveness of materials.
Notice text
Modificatio for SPE4A2-26-R-0001-0005 for the Hardware Acquisition Recompete- Customer Direct has been posted.
The purpose of this modification is to extend the close date of the solicitation to 3/20/26.
Responses to questions have also been attached to this announcement.
*Note: For VMI orders a 940 is submitted instead of a DO. If the 940 is rejected (no VMI available) then it gets kicked back and a DO is issued. Thus, VMI orders don't get a DO number they are identified by a requisition number.
