About this file
This file is a Questions and Answers (Q&A) submission from ASRC Federal Facilities Logistics, LLC (AFFL) regarding the Hardware Acquisition Recompete–Customer Direct (HARCD) solicitation. The document addresses two key inquiries submitted on January 26, 2026. The first question clarifies treatment of excess government stock versus Vendor Managed Inventory (VMI) and confirms that the Throughput Charge percentage applies uniformly to both VMI and commercially sourced materials based on negotiated unit prices, with Environmental Protection Agency (EPA) adjustments applied only to the material cost, not the throughput fee itself. The second question requests an extension to the material submission deadline, which the Government approved, extending the response date to March 20, 2026. The solicitation (SPE4A2-26-R-0001-0005) is issued by the Defense Logistics Agency Aviation and includes modifications to extend the solicitation close date accordingly.
The Q&A submission demonstrates clarification of pricing mechanisms central to the HARCD contract structure, specifically how throughput charges are calculated and applied to both depleted VMI inventory and newly acquired materials. The Government's responses confirm pricing methodology and administrative flexibility in response to supply chain delays, with a note that VMI orders are submitted via Form 940 requisitions rather than delivery orders, and are identified by requisition numbers rather than delivery order numbers.

Sheet1
| Company Name: ASRC Federal Facilities Logistics, LLC (AFFL) | |||||
| Question # | Reference Document | Section # | Page # | Question, Supporting Rationale, and Remedy | Response |
| 1 | Attachment 1 - HARCD SOW, Attachment 6 - Section M | Section M 3.5.5, SOW 1.2.2 | Sec M pg. 8, SOW pg. 4 | Section M 3.5.5 states, "This charge will be added to the material unit price for each NSN and reflected on each delivery order. This charge is applicable throughout the entire life of the contract." |
SOW 1.2.2 states, "Managing excess government stock and vendor managed inventory (VMI) depletion"
1. Is “excess government stock” managed and treated the same as VMI?
2. Can the Goverment confirm that the Throughput Charge (percentage) is applied to VMI the same way it is appled to the unit price for material that the contractor acquires from commercial sources, i.e. based on the material unit prices from the awardee's final negotiated proposal (subsequently adjusted by EPA)? 1. Yes
2. Yes. As an example, if the material price is $500 and the throughput fee is 10%, then the price on the OA would be $50 for that item. Once the VMI is depleted, the negotiated price + any EPAs + throughput fee would be the new price. EPA would not apply to the $50.
2 DIBBS posting, Answers to questions dated Nov 11 Due to a delay in receiving Material Supplier quotes associated with routine manufacturer end of year plant closurers, can the Government please provide an extension to March 20? Yes
