About this opportunity

The Defense Logistics Agency Aviation is seeking a single contractor to provide comprehensive hardware acquisition and inventory management services through an Indefinite Delivery Indefinite Quantity (IDIQ) Commercial Fixed Price agreement with Economic Price Adjustment. The contract covers industrial hardware components across 20 Federal Supply Classes, including fasteners, springs, screening, and related items, with approximately 3,600 active items and an estimated 13-17,000 monthly delivery orders. Key contract requirements include maintaining a 90% Customer Direct Fill Rate (CDFR) for most items and 95% for Nuclear Reactor Program items, managing Vendor Managed Inventory (VMI) of DLA-owned material, complying with electronic data interchange (EDI) requirements, and implementing a quality management system. The evaluation will employ a subjective trade-off source selection methodology prioritizing three factors: Past Performance (most important), Technical/Management Capability (with five subfactors including Supply Chain Management, Quality Assurance, Transition Planning, Small Business Management, and Order Fulfillment), and Cost/Price. Proposals are due by March 3, 2026, and must be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE), with the contract structured as a one-year transition period followed by a four-year base period and two option periods (three years and two years respectively).

This solicitation is set aside exclusively for small businesses, with the North American Industry Classification System (NAICS) code 332722 and a size standard of 500 employees. The contract spans a potential ten-year duration and involves the Defense Logistics Agency Aviation managing hardware inventory across U.S. Military, Foreign Military, and Non-Military customers. The Total Evaluated Price (TEP) will be calculated using a complex formula incorporating National Stock Number (NSN) unit prices, throughput fees, estimated annual demand quantities, and management charges, with both the Buy American Act and Trade Agreements Act applying depending on delivery order value thresholds. A critical requirement is achieving 50% small business participation within the contract's operations. The contract is expected to be performed in Richmond, Virginia, with transition to be completed within six months of contract award, and both Attachments 1 and 2 have been updated as of Modification 0002 dated November 3, 2025, with technical data posted to cFolders under SPE4A226HARV2.
