About this file

This document is a Questions and Answers (Q&A) spreadsheet for a Defense Logistics Agency Aviation (DLA) solicitation (SPE4A2-26-R-0001) for a Hardware Acquisition Recompete contract. The Q&A covers various technical and procedural clarifications, including proposal submission guidelines, page limits, attachment references, and pricing considerations. Key details include confirmation that the solicitation is set aside for small businesses, the proposal's Volume II is limited to 60 pages, and offerors can include certain reports like the Property Management Plan and Gap Analysis Report as appendices outside the page count.

The Q&A addresses specific technical and administrative questions about the solicitation, such as estimating annual demand quantities, shipping requirements for Foreign Military Sales (FMS), and fee structures. Notable clarifications include confirmation that a single proposed throughput fee percentage will apply to all National Stock Numbers (NSNs) listed and potentially added by contract modification, and that management fees will cover 4.5 years of performance following a 6-month transition period. The solicitation appears to involve inventory management and logistics services within Federal Supply Group 53, with DLA Aviation seeking a contractor to manage and potentially transfer government-owned inventory.

1SPE4A226R00010001.0003 - Sec. L; SPE4A226R0001.LTC_PID0001 - SOWSec. L.6.3; SOW 10.0, 10.28; SOW 17Sec L.6.3 states, "The Offeror shall develop a Property Management Plan for managing VMI. DLA will identify existing Government-owned inventory which may be transferred to the Contractor as VMI." SOW 10.2 states," The Contractor shall develop and submit its Property Management Plan as part of its proposal."
Will the Government confirm the Property Management Plan for VMI is outside of page count and should be included as an appendix to Vol II?Yes, It can be included as an appendix to Vol II and will be outside the page limits.
2SPE4A226R00010001.0003 - Sec. L; SPE4A226R0001.LTC_PID0001 - SOWSec L.6.3.2; SOW 2.18; SOW 15SOW 2.1 states, "The Contractor shall develop and submit its Gap analysis plan as part of its proposal." Sec L.6.3.2 states that the Transition Plan should include, "A gap analysis report that identifies long-lead time items that extend beyond the six-month transition with no other sources of on-hand inventory. The report should identify gaps and develop an actionable plan to mitigate those gaps during transition."

Can the Government confirm that the offeror shall submit a "Gap Analysis Report" and update SOW 2.1 to reflect that? Additionally, can the Government exclude this report from the Vol II page count and let the offeror include it as an appendix to Vol II?

SOW 2.1 will be updated accordingly. The Gap Analysis Report is excluded form the page count and can be included as an appendix to Vol II.
3SPE4A226R00010001.0003 - Sec. LSec L.4.2.45In order to enable offerors to effectively address each of the five subfactors for Factor 2, can offerors decide how many proposal pages to allocate to each of the subfactors as long as their proposal remains within the 60 page limit for Vol II, Factor 2? To allow this can the Government please remove the page limits listed for each of the 5 subfactors to Factor 2 in Table 1?
Page limits will be removed for the subfactors however the proposal must remain within the 60pg limit for Vol II.
4SPE4A226R00010001.0002 - TEP WorksheetColumns G-KSheet1Section M.3.6.1 instructs, "Offerors shall use the Estimated Annual Demand (EAD) quantity of the items identified in RFP Attachment 2." However, a number of items are missing Estimated Annual Quantity (EAQ) (col. H-K) for one or more years:

76 items have no EAQ in any year (examples include NIINs: 000517341, 002120990, 000643501 on lines 1667, 1668 & 1671) 341 items have no EAQ in year 1 (examples include NIINs: 014330618, 010933476, 014910404 on lines 17, 18, and 40) There are similar blank cells for 210 instances in year 2, 146 instances in year 3, 127 instances in year 4, and 127 instances in year 5.

Can the Government please provide EAQs for these missing years? This data is critical to offerors obtaining accurate and competitive quotes. Please see the updated schedule B. NIINs with no EAQ will be potential items for adds in the future. Bid NIINs missing EAQ values for one or more years accordingly (i.e. blank values=no current projected demand).
5DIBBS RFP page; SPE4A226R00010001.0003 - Sec. L; SPE4A226R0001.LTC_PID0001 - SOW; SPE4A226R0001_SolicitationSec L.8.2.7, Sol. and Section J, SOW 2.3Sec L pg 14; Sol pgs. 3 & 50, SOW pg. 6The lists/tables of Attachments in Sec L.8.2.7, the Solicitation document on pgs. 3 & 50, and the file names on the DIBBS system are not consistent. Using Section L as an example, it is: SPE4A226R0001.LTC_PID0012 and SPE4A226R00010001.0003 (Amendment 1) on DIBBS, Attachment 6 in Sec L.8.2.7 (pg. 14) and in Section J (pg. 50) of the Solicitation, and Attachment 5 (pg. 3) of the Solicitation.

This inconsistency means offerors are unable to confirm multiple cross-references within documents. For example, the SOW states, "The Contractor shall assume responsibility for all NSNs in the listing of Schedule of Supplies (Attachment 1) within the timeframes specified in its Transition Plan." However, Attachment 1 is the SOW in the Lists of Attachments, and we believe the Government meant to reference SPE4A226R00010001.0002 (TEP Worksheet).

Can the Government please adjust the Attachment lists/tables to make them consistent across DIBBS, Sec L.8.2.7, and the Solicitation, and adjust the referenced Attachment names where necessary across documents? We are unable to control how the documents get posted to DIBBS. Recommend pulling from SAM.gov, vice DIBBS, to maintain consistency.
6SPE4A226R0001.LTC_PID0001 - SOWSOW 4.5, SOW 4.5.110SOW 4.5 includes a requirement for the contractor to ship to freight forwarders for FMS shipments. But SOW 4.5.1 requires use of SIR to schedule FMS shipments. Can the Government clarify the requirement to ship to freight forwarders for FMS shipments?FMS will be scheduled through SIR. SIR will provide the freight forwarders address.
7SPE4A226R0001_SolicitationSection I25Since the Government intends to set this solicitation aside for participation by small businesses, not only 8(a) firms, is the clause DFARS 252.219-7010, Notification of Competition Limited to Eligible 8(a) Participants—Partnership Agreement, removed from the solicitation?Clause DFARS 252.219.7010 does not apply to solicitation SPE4A226R0001
8SPE4A226R0001_SolicitationSection I28Based on DFARS 225.401-70, all products within Federal Supply Group 53 are subject to trade agreements. Since all NSNs priced for this solicitation fall within FSG 53 and based on the instructions of DFARS 225.1101 (6) and (6)(i), does DFARS 252.225-7021, Trade Agreements, apply to this solicitation instead of DFARS 252.225-7001, Buy American Act and Balance of Payments Program? The Government will provide an update shortly.
9SPE4A226R00010001.0002 - TEP WorksheetThe RFP provided TEP worksheet does not provide a section to add a proposed Management Fee or Transition Fee. Would the Government please add a section to the TEP worksheet where offerors can add the proposed amounts for management and transition and a TEP calculation? Please provide the management fee and transition fee wihtin the PDF portion of the cost proposal.
10SPE4A226R00010001.0003 - Sec. LSection L 7.3 & 7.411Can the Government confirm that the 5-year base period price for Management Fee and Transition Fee is comprised of Transition Fee that covers the first 6 months of contract performance and Management Fee the covers the following 4.5 years of performance?Yes, that is correct.
11SPE4A226R00010001.0003 - Sec. LSection L 7.612Can the Government please confirm the single proposed throughput fee percentage applies to all NSNs listed on the TEP worksheet as well as any future NSNs that may be added by contract modification following contract award?Correct and offerors will quote the throughput fee percentage at the time new NSNs are added
12SPE4A226R00010001.0003 - Sec. LSec L.4.2.26Can the Government confirm that a foldout graphic counts as 1 page?Yes, confirmed.
13SPE4A226R00010001.0002 - TEP WorksheetAnalysis and comparison of the historical demand quantities from the Hardware Acquisition Recompete Presolicitation Data posted to SAM.gov in July show significant differences to the Amendment 1 Estimated Annual Quantities (EAQ) in the TEP worksheet. Can the Government provide an updated historical data set (requisition history) so that offerors can more effectively estimate program volumes in order to accurately develop throughput and management fee pricing? The EAQ's on the TEP worksheet and is the most up to date data. A 5yr award history will be provided.
