About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center at Tinker Air Force Base is seeking to establish Blanket Purchase Agreements (BPAs) for the procurement of Frozen Adhesive Rolls, specialized materials that must meet specific Boeing Material Specifications (BMS) standards and maintain critical temperature requirements during shipment. The adhesive rolls must be .06 lbs/sqft, 36 inches wide by 167 feet long, shipped at 0°F with temperature recorders, and arrive with at least 85% shelf life remaining along with certificates of analysis. The government will evaluate offers based on quote completeness, price reasonableness, price realism, and unbalanced pricing, with awards going to responsible offerors providing the lowest Total Evaluated Price (TEP). A Subject Matter Expert will conduct technical reviews of the lowest-priced quotes to ensure product conformance to requirements. The deadline for submitting questions was September 22, 2025, at 1400 CST, with proposals due by September 25, 2025, at 1100 CST.

This solicitation is set aside for Women-Owned Small Business (WOSB) concerns and represents a new procurement effort with no incumbent contractor. The government intends to establish up to five BPAs with a maximum five-year ordering period not to exceed $3,000,000 total across all agreements. The annual requirement is for 80 Frozen Adhesive Rolls per year over the five-year contract period, with pricing required to include all shipping, freight, packing, and temperature recording costs. Performance will occur at Tinker Air Force Base in Oklahoma City, Oklahoma, with F.O.B. Destination shipping terms. Amendment 1 to the solicitation removed the DFARS Clause 252.211-7003 requirement for Item Unique Identification, clarifying that these consumable items do not require unique identification marking due to their hazardous material nature and specialized handling requirements.

Q&As:

  1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
    • No, this is a new effort.
  2. Please let me know if you accept products from Asian countries? There is also an American product, but the size will be Alliance Wide Format Paper CAD Bond Rolls (20 lb | 36 in x 150 ft | 2" core). Is this an acceptable size.
    • The requirements and requested materials are listed in the item description of the subject solicitation. Please refer to attachments below.
  3. The solicitation mentions DFARS 252.211-7003 concerning Unique Item ID is required for items for which the Government’s unit acquisition cost is $5000 or more. Can you please confirm if this requirement is in affect for this Solicitation? Since it is a frozen product and shipped under dry ice, I am not not sure if the UID will be required.
    • These items are consumable. UIDs have not been required in the past for this material. Because it is HazMat, it has its own EESOH MISS tracking number that will be assigned once the HazMat has received the material.
    • Solicitation Amendment 1 issued to remove DFARS Clause 252.211-7003, Item Unique Identification and Valuation.
