About this opportunity

The Bureau of Land Management, California Region, announced a sole-source procurement intent for commercial internet access and telecommunications services from Frontier Communications of America, Inc., with a response deadline of September 16, 2026. This acquisition is restricted to Frontier based on a determination that no other responsible source with existing serviceable plant can serve the specified BLM facilities. The requirement covers installation and activation of last-mile facilities, handoff to Government premises equipment, static IP configuration, and ongoing monthly service across eleven California locations: Ridgecrest, Susanville (two sites), Alturas, Cedarville, Whitethorn, Needles, Apple Valley, Barstow, Blythe, and March Air Reserve Base. Market research and technical site-level reviews documented that alternative carriers lack facilities in the immediate vicinity; providing service would require new construction with uncertain timelines and costs, creating unacceptable schedule risk. A firm fixed-price award is anticipated under simplified acquisition procedures for commercial items per FAR 12.102(b). The justification for other-than-full-and-open competition is filed under FAR 6.103-1(b). Frontier Communications of America, Inc. (UEI DLHBZQ65RZA7, CAGE 341B8) maintains active SAM registration with no exclusions. Other firms believing they have capability to serve the requirement may submit documentation to the BLM for consideration, though the Government retains sole discretion whether to compete this action.
