Justification for Other than Full and Open Competition Bureau of Land Management
FAR RFO 12.102(b) Simplified Acquisitions
Purchase Request 0044052144
1. Identification of the agency and the contracting office.
Bureau of Land Management, California State Office 2800 Cottage Way Sacramento, CA, 95825
2. Description of supply or service required to meet the agency’s needs.
The Bureau of Land Management requires commercial internet access and related telecommunications services (e.g., installation/activation of last‑mile facilities, handoff to Government premises equipment, static IP configuration as needed, and ongoing service) to support mission operations at the following Government locations:
• 300 S Richmond Rd, Ridgecrest, CA
• 2550 Riverside Dr, Susanville, CA
• 708 W 12th St, Alturas, CA
• 2950 Riverside Dr, Susanville, CA
• 602 Cressler St, Cedarville, CA
• 768 Shelter Cove, Whitethorn, CA
• 1303 S Hwy 95, Needles, CA
• 18809 Central Rd, Apple Valley, CA
• 2601 Barstow Rd, Barstow, CA
• 260 N. Spring St, Blythe, CA
• 2330 Castle St, March Air Reserve Base, CA
Consistent with RFO 12.102, the Government will acquire these commercial telecommunications services using procedures for commercial acquisitions. The services are standard offerings available in the commercial marketplace and will be solicited/ordered and administered under commercial terms to the maximum practicable extent.
3. The rationale or circumstances for limiting competition.
Pursuant to RFO 6.103‑1(b), this acquisition will be conducted on an other than full and open competition basis because the required services are available from only one responsible source in the specific geographic areas listed, and no other type of service will satisfy the agency’s needs.

Consistent with RFO 5.201(b)(1)(i), the Government will publicize this action as required for other-than-full-and-open competition. The contracting office will post the appropriate notice of intent/award in accordance with local policy and RFO requirements, unless an applicable exception to publicizing is documented in the contract file.
4. A description of the Market Research (MR) conducted
The program office reviewed carrier availability for the listed sites and documented the results in the requirement’s market research file. That review and subsequent technical evaluations determined is the only carrier with existing facilities capable of delivering the required services to the identified locations. No viable competitive alternatives were identified for these specific service addresses.
5. Price estimate, including all options, if applicable.
The estimated total value for this acquisition is . This figure represents the Government’s current best estimate for installation and recurring service across the listed locations and will be supported by contemporaneous price analysis (e.g., comparison to applicable tariffed/posted rates, quotes, and/or historical pricing) at time of award to ensure reasonableness consistent with commercial item procedures under RFO 12.102.
