About this opportunity

The Bureau of Alcohol, Tobacco, Firearms and Explosives intends to negotiate a sole-source award with Environment Growth Chambers (EGC), dba Integrated Development MFG Co, of Chagrin Falls, Ohio to rebuild the Fire Research Laboratory's large conditioning chamber; the pre-solicitation notice closes July 28, 2026.

EGC is the sole provider of the original equipment and the only company capable of retrofitting new controllers to maintain design compatibility with the existing chamber. The procurement is justified under 41 U.S. Code § 3304 and RFO 6.103-1 (only one responsible source and no other supplies or services will satisfy agency requirements). A vendor sole-source letter dated May 28, 2026 documents the rationale for sole-source treatment.

The conditioning chamber, located in Beltsville, Maryland, measures approximately 15 feet 9 inches long by 8 feet 6 inches wide by 12 feet high and was installed in 2002. The rebuild scope includes installation of a new EGC C6 Controller with Siemens-based PLC and human-machine interface screen; new desiccant dryer and steam boiler systems; new refrigeration system with air-cooled condensing unit charged with CFC-free refrigerant; and upgraded LED lighting with vapor-proof fixtures. All items must be brand new and certified to manufacturer specifications, with installation and configuration performed by a certified EGC technician. The period of performance is 12 months from award. Rebuilding the chamber saves approximately $197,000 compared to procuring a new chamber costing over $350,000.

The Bureau of ATF intends to negotiate a sole source award with Environment Growth Chambers (EGC) Dba Integrated Development MFG Co of Chagrin Fall, OH to replace the major mechanical components and controllers of the Fire Research Laboratory’s large conditioning chamber.  EGC is the sole provider of the controlled Environment room and is the only company that can retrofit the new controllers to the current design.   The vendor sole source letter dated 5/28/26 documents the rationale for this sole source requirement.


This sole source notice is issued IAW RFO 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. THIS IS NOT A REQUEST FOR QUOTATIONS.
