The chamber, which measures approximately 15 feet 9 inches long by 8 feet 6 inches wide by 12 feet high and was installed in 2002, has reached end-of-life and requires constant repairs. The scope includes installation of a new EGC C6 Controller with Siemens-based PLC and human-machine interface screen; new desiccant dryer and steam boiler systems; a new refrigeration system with an air-cooled condensing unit charged with CFC-free refrigerant; and upgraded LED lighting with vapor-proof fixtures. All items must be brand new and certified to manufacturer specifications, with installation and configuration performed by a certified EGC technician. The procurement is justified under 41 U.S. Code § 3304 and RFO 6.103-1 (only one responsible source) because EGC is the sole manufacturer of the original equipment and the only company capable of retrofitting new controllers to maintain design compatibility and operational specifications. The anticipated award date is not later than a specified date, with a 12-month period of performance from award. A sole-source notice and redacted JOFOC will be posted on SAM.gov. The Government estimated cost is redacted in the document, but FRL determined that repairing the chamber saves approximately $197,000 compared to procuring a new chamber costing over $350,000.

3. A description of the supplies and/or services required, including the delivery schedule and/or the period of performance (including all option periods), and the estimated dollar value of the acquisition.
The FRL has a large conditioning chamber that is used to condition materials before testing. The interior dimensions of the conditioning chamber measure approximately 15 ft, 9 in long by 8 ft, 6 in wide by 12 ft high. The major mechanical components and controller associated with the large conditioning chamber have reached end of life and require constant repairs. This request is for a sole source award to replace the major mechanical components and controller of the FRL’s large conditioning chamber.
• Install new EGC’s C6 Controller o Siemens Based PLC with Human Machine Interface (HMI) Screen o Paperless Data logging with Onscreen Trends and Historical Display
• Install New Desiccant Dryer and Steam Boiler Systems
• Install New Refrigeration System.
o Air Cooled Condensing Unit Sized to Have the Same or Similar Capacity as the Existing Condensing Unit.
o Condensing Unit to be Charged with CFC-free Refrigerant.
• Upgrade Existing Fluorescent Lighting System to LED Lights with Vapor-Proof
Fixtures.
• All physical items supplied with the buy must be brand new and be certified to manufacturer’s OEM specifications.
• Shall include all installation and configuration to be mounted on the current conditioning chamber (S# M25) by a certified EGC technician.
• Packing, freight and tariff charges shall be included.

4. Identify statutory authority permitting other than full and open competition.
This acquisition is conducted under the authority of 41 U.S. Code § 3304 – Use of Non-Competitive Procedures and the exceptions listed under RFO 6.103 – Other than full and open competition.

5. Services: A statement demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring use of the referenced authority.
EGC is the sole provider of the controlled Environment room and is the only company that can retrofit the new controllers to the current design. The vendor sole source letter dated 5/28/26 states the following;
1. EGC is the basis of design and Original Equipment Manufacturer for the Controlled
Environment Room that is to be retrofitted with modern mechanical equipment. Design compatibility with the existing EGC TC2 controllers will be required for the rooms to continue to operate per the originally specified operating conditions.
2. The condensing units and evaporative assemblies that EGC will utilize contain custom aftermarket modifications to properly interface with the EGC TC2 controller.
3. The condensing unit and evaporative assemblies that EGC will utilize will be designed and manufactured to maintain the specially defined airflow requirements, additive relative humidity requirements, dehumidification requirements, and temperature control requirements for the room.
4. Utilizing EGC to perform the retrofit work will also result in a single source of responsibility for proper operability and performance. By virtue of designing and manufacturing the controls and updating the design with modern mechanical equipment, the design methodology and necessary controls interfaces will reside exclusively with EGC and therefore more readily supported by EGC.
6. A description of efforts made to ensure offers/quotes were solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by RFO 5.1 and, if not, which exception under RFO 5.201(b) applies.
In accordance with RFO 5.1, a sole source notice and redacted JOFOC will be posted on SAM.gov upon approval of this justification. The program office does not anticipate any responses as there is only one vendor who can provide the required maintenance and support. However, any responses received will be sent to the program office and placed in the file.
7. The anticipated dollar value of the proposed acquisition, including options if applicable, and a determination by the contracting officer that the anticipated cost to the government will be fair and reasonable.
The Government estimated cost is $ which is based on the apparent fair market value and market research conducted. EGC is the sole provider of the controlled Environment room and is the only company that can retrofit the new controllers to the current design. FRL has made the decision to repair the old chamber instead of procuring a new chamber that would cost the government more than $350,000. By awarding this effort for the chamber repair, the Government would save almost $197,000. The CO will also determine price reasonableness by comparing the proposed price to the
IGCE.
8. A description of the market research conducted and the results or the reason market research was not conducted.
Minimal market research was performed as this is a sole-source acquisition for to replace the major mechanical components and controller of the FRL’s large conditioning chamber. The current chamber that was installed in 2002 needs repair/retrofit. EGC is the sole provider of the controlled Environment room and is the only company that can retrofit the new controllers to the current design. See Section 5 above for additional information provided in the vendor sole source letter.

In accordance with RFO 5.1, a sole source notice and redacted JOFOC will be posted on SAM.gov upon approval of this justification. The program office does not anticipate any responses as there is only one vendor who can provide the required maintenance and support. However, any responses received will be sent to the program office and placed in the file.
11. A statement of any actions the agency will take to remove or overcome any future barriers to competition.
The Bureau makes every effort to remove or overcome any barriers to competition before any subsequent acquisition of the supplies or services required. AMD will continue to utilize bidding websites as well as other competitive procedures to promote competition to the maximum extent practicable.
The Government will continue to research the marketplace and communicate with other agencies, to determine if similar products and/or services can meet their needs in the future to remedy the restricted competition regarding future requirements of this technical nature. In the future, the Government will document the evaluation and cost comparison of other conditioning chambers to include requesting demonstrations, pricing, lifecycle costs, transition costs, etc. and consider future competition. The CO anticipates the purchase of future chambers would be competitive dependent upon the need at that time.
