About this opportunity
The Department of the Air Force, Air Force Sustainment Center, seeks quotations under Solicitation FA8125-27-Q-0010 for five mobile frequency converters, with responses due November 19, 2026. The acquisition is unrestricted ("No Set-Aside Used") and follows FAR Part 12 commercial item procedures.
Place of performance is Tinker Air Force Base, Oklahoma City, Oklahoma, with delivery and training at two separate base locations. The line items are two 180 kVA dual-output converters and three 90 kVA single-output converters, both firm-fixed-price and FOB Destination, with delivery required on or before February 15, 2027. Award goes to the lowest total evaluated price among quotations that conform to all solicitation requirements.
All units must be commercial off-the-shelf and convert 60 Hz commercial power to 400 Hz aircraft power at 200/115 V, three-phase output. Units must be mounted on towable trailers with 18-inch ground clearance and certified to UL 1012 (180 kVA) or ISO 6858:2017 (90 kVA). Each unit requires an integrated display console with event logs, diagnostics, and emergency power-off switches. The contractor delivers factory-assembled units, handles permits and offloading, performs final connections per Tinker standards, and conducts performance verification during training. Training consists of two four-hour sessions, one per converter type, for 3 to 8 employees at each base location. The contractor submits its delivery and training schedule seven business days before starting work and provides printed O&M manuals for each unit plus one digital manual per unit type.
Work hours are Monday through Friday, 0800 to 1500, excluding federal holidays and base closures. The SOW imposes on-base compliance requirements covering environmental protection, hazardous materials, safety, FOD/DOP, tool control, visitor passes, foreign national notification, OPSEC, and emergency procedures. Quotations are submitted electronically through SAM, and payment is processed through Wide Area Workflow.
