This is a Statement of Work (SOW) for federal contract A27-021 Mobile Frequency Converters, issued by Tinker Air Force Base (FSC 6130, NAICS 335999) and prepared by OBCA/PZIMA on September 18, 2026.

The contractor must deliver, install, and provide training for five mobile frequency converter units to two separate locations at Tinker AFB, OK 73145 on an FOB Destination basis. The procurement consists of two 180 kVA dual-output converters and three 90 kVA single-output converters, all of which must be commercial off-the-shelf (COTS) items capable of converting conventional 60 Hz electrical power to 400 Hz aircraft power. The 180 kVA units require 60 Hz, 480 V, 3-phase input with maximum 5% input current harmonic distortion, dual AC outputs of 180 kVA at 400 Hz with 200/115 V, 3-phase output, 0.8 power factor, and output voltage harmonic distortion not exceeding 1.5%. The 90 kVA units require 480 V, 50/60 Hz, 3-phase input, and single AC output of 90 kVA at 400 Hz with 200/115 V, 3-phase output and 260-270 Amp current output rating. All units must be mounted on towable trailers with 18-inch ground clearance, dual-axis 4-wheel design with fifth wheel steering, and 4 pneumatic tires; be certified to UL 1012 (180 kVA) or ISO 6858:2017 (90 kVA); and include integrated display consoles with event logs, diagnostics, and emergency power-off switches. The contractor must provide complete factory-assembled units ready for immediate operation, handle all delivery logistics including permits and offloading, perform final connections per Tinker standards, conduct performance verification during training, and provide two separate 4-hour training sessions (one per converter type) accommodating 3-8 employees each at two base locations. The contractor must submit the delivery/training schedule seven business days before beginning work and provide printed O&M manuals for each unit plus one digital manual per unit type. Work hours are Monday through Friday, 0800-1500, excluding federal holidays and base closures.
