The requirement comprises one Optical Frequency Comb unit with 1560 nm center wavelength, 2 MHz comb mode spacing, >50 nm spectral width at -10 dB, six output ports with >10 mW per port, SC/APC-PM connectors, 10 MHz RF reference with 1E-10 stability, and internal beat detection; one Frequency Extension Base Module (700–1500 nm range, >4 channel compatibility, FC/APC connectors); four Frequency Extension Channel units for wavelengths 776 nm, 780 nm, 960 nm, and 1260 nm; four Laser Locking Module units; one Enclosure and Control unit (3U-19" rack with Ethernet, RS-232, USB, Python/MATLAB compatibility); and one Frequency Counter with at least four channels and no dead time. Prototypes, demonstration models, used or refurbished instruments will not be considered. Installation includes on-site vendor technician setup, on-site training covering operation, maintenance, and troubleshooting, and 12-month extended warranty (labor and parts) with options for up to four additional periods. Delivery acceptance is not expected to exceed seven business days.
Vendors must possess an Export Control Classification Number and maintain active SAM.gov registration through contract performance and final payment. Evaluation will assess technical capability against minimum requirements—vendors must provide evidence rather than statements of compliance—and price reasonableness. The Government will award a single firm-fixed-price purchase order to the quoter offering the most advantageous solution. Quotations must be submitted electronically to lia.arthofer@nist.gov in three volumes: Technical Quotation, Price Quotation, and Terms and Conditions.
