This is a Requirements/Specification Document issued by the National Institute of Standards and Technology (NIST), Communications Technology Laboratory, RF Technology Division, Electromagnetic Fields Group (672.02), for the procurement of a frequency comb system. The Electromagnetic Fields Group requires a frequency comb system for locking four lasers with wavelengths of 776 nm, 780 nm, 960 nm, and 1260nm that provides optimal detection between fiber inputs and comb lines, with all locking electronics and a frequency counter.

The procurement consists of six line items: (1) one Optical Frequency Comb unit with 1560 nm ±20 nm center wavelength, ±2 MHz comb mode spacing tuning, >50 nm spectral width at -10 dB, six output ports with >10 mW output per port, SC/APC-PM output connectors, 10 MHz RF reference with 1E-10 stability, and internal beat detection unit; (2) one Frequency Extension Base Module with wavelength range of 700–1500 nm, amplification for multiple channels, >4 channel compatibility, and FC/APC connectors; (3) four Frequency Extension Channel units (one for each wavelength: 776 nm, 780 nm, 960 nm, 1260 nm) with spectral filters and beat detection; (4) four Laser Locking Module units with electronics to create error signals from beat detection and SMA output per channel; (5) one Enclosure and Control unit, sized 3U–19" rack with Ethernet, RS-232, and USB ports, front panel, full remote control, and Python/MATLAB compatibility; and (6) one Frequency Counter unit with capability for at least four channels and no dead time. Vendor requirements include possession of an Export Control Classification Number (ECCN) and an active Unique Entity Identification Number (UEI) registered with the GSA System for Award Management (SAM.gov) at the time of award/contracting. Delivery shall be made to NIST-Boulder, Mail Stop 672.02, 325 Broadway, Boulder, CO 80305. Electronic manuals are required, and US Government email address for software delivery is to be determined (TBD). Installation services include on-site vendor technician and equipment set-up, with TPOC serving as coordination point of contact. Acceptance is not expected to exceed seven business days. Training is required on-site covering operation, maintenance, and troubleshooting for an unspecified number of trainees, with materials provided by the vendor. Extended warranty of 12 months is required, including labor and parts, with options for up to four additional periods.
