About this opportunity
The USDA Agricultural Research Service is seeking to procure a Freeze Dryer (Lyophilizer) for their U.S. Vegetable Laboratory in Charleston, South Carolina, to replace a 20-year-old obsolete unit that is no longer reliable for supporting mission-critical research projects in pathology, entomology, and plant breeding. The solicitation (RFQ #1232SA25Q0479) is issued as a combined synopsis/solicitation for commercial items under FAR Part 12.6 and FAR Part 13 simplified acquisition procedures. The freeze dryer must meet specific technical requirements including a condenser maximum low temperature of -85°C, shelf temperature range from -70°C to +65°C, condenser capacity of 12 liters/24 hours, and mandatory 316L stainless steel construction for all chambers. The government will evaluate quotes using a Lowest Price Technically Acceptable (LPTA) approach, assessing technical capability on a pass/fail basis with price as the secondary evaluation factor. The solicitation was posted on September 18, 2025, with quotes due by September 25, 2025.
This procurement is designated as a total small business set-aside under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. The contract requires delivery of one freeze dryer unit within 120 days after contract award, with a performance period running from September 30, 2025, to January 16, 2026. The equipment procurement includes installation and startup assistance by field service personnel, along with a comprehensive first-year warranty covering all repairs and associated expenses. Performance will occur at the USDA ARS U.S. Vegetable Laboratory located at 2700 Savannah Highway, Charleston, SC 29414, where the equipment will be delivered to the facility's loading dock. The freeze dryer is essential for supporting research across various vegetable crop plants including peppers, cucumber, watermelon, melon, sweet potato, squashes, brassica crops, and beans.
