About this opportunity

The Department of the Treasury Departmental Offices is issuing a Sources Sought notice for FPDS Monitoring, Reporting and Validation Services, with responses due July 2, 2026. No set-aside applies.

The Treasury Common Services Center requires a secure, web-based platform supporting up to 750 users to monitor, validate, analyze, and report on Treasury procurement data. The platform must perform automated validations against FPDS Contract Action Report elements using FAR logic, FPDS Data Dictionary rules, and Treasury-specific validation rules, with results displayed through customizable dashboards. Core capabilities include automated notifications to data submitters for detected anomalies; summary alerts and workflows for oversight personnel; on-demand reporting of procurement data quality metrics at Department, Bureau, and office levels; and quarterly and annual Verification & Validation reviews per OFPP requirements. The contractor must automate spend data categorization using standardized classification techniques, breaking down data by PIID, contracting and funding organizations, NAICS and PSC codes, category management alignment, period of performance, and obligated amounts. The platform shall provide daily automated FPDS data accuracy monitoring with email alerts; quarterly randomized contract action samples accessible within ten calendar days of quarter end; ProcureSTAT scorecard reporting covering procurement activity metrics, high-risk indicators, competition rates, contract type breakdowns, PALT reporting, and small business goal tracking; and expiring contracts and forecasting reports. The contractor must deliver at least six ad hoc reports monthly, generate mandatory reports on demand, conduct quarterly user training sessions, and maintain platform uptime with technical support during standard business hours. Treasury has not determined the acquisition approach and will use this Sources Sought to inform acquisition strategy.
