About this opportunity
The U.S. Department of Justice Federal Bureau of Prisons is seeking a provider for an Occupational Training Program for Certified Nursing Assistants (CNA) for the Federal Prison Camp in Bryan, Texas. The provider must be an accredited institution of higher learning, post-secondary institution, vocational-training or industry-based school. The contract is expected to be awarded in September with an anticipated effective date of December 1, 2023, and will include a base year period with four possible 12-month option period renewals and a possible six-month extension option period.

- Provision of an Occupational Training Certified Nursing Assistant (CNA) Program.
- Ensuring a partnership with a local medical facility for inmates to complete required clinical hours.
- Providing a written curriculum with measurable behavioral objectives and procedures.

- Assisting in the recruitment of employers for the institution’s mock job fair.
- Providing instruction for a Certified Nurse Assistant program.

The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, Texas, intends to solicit for the provision of a Vocational Occupational Education Training Program-Certified Nurse Assistant services for the federal offenders incarcerated at the Federal Prison Camp (FPC) Bryan, Texas. The contract type is an indefinite delivery/requirements contract with firm-fixed unit prices. The contract period shall consist of a base period from date of award through 12 months, four one-year options for renewal at the discretion of the government.
The North American Industrial Classification (NAICS) code is 611310, with a small business size standard of $34.5 million. This solicitation is unrestricted.
The estimated quantities for the base year and each option year are: estimated 60 students per base year and option years. The successful contractor shall be able to provide an occupational vocational training certification program in the course. The contractor shall not be a self-employed individual or individual employed by a post-secondary institution. The contract must be between FPC Bryan and a post-secondary institution, vocational training, or industry-based program. The contractor must be an accredited entity and listed on the US Department of Education Post-Secondary Institutions and Programs (DAPIP) https://ope.ed.gov/dapip/#/home. The organization accreditation will be verified using DAPIP. The program must lead to a college certificate, AA, AS, AAS, or an industry recognized certificate qualifying the inmates for at least an entry-level position for employment. Credits earned from the college certificate must be transferrable to a four-year college.
